Article 1: These regulations are formulated in order to maintain the cleanliness of the city environment and strengthen the management of hanging slogans and posting promotional materials. Article 2 Anyone who hangs slogans, posts posters, notices and other printed or painted publicity materials (hereinafter referred to as publicity) on roads, squares, stations, street-facing buildings, structures and other fixed facilities in urban areas, suburban areas and outer suburban towns of this city products) must comply with these regulations.

Article 3 Hanging slogans and posting promotional materials must be submitted to the municipal or district or county environmental sanitation management authority for approval, except in the following circumstances.

3. Post slogans and promotional materials related to national political and diplomatic activities in accordance with unified requirements.

4. State agencies publicize policies and legal activities and temporarily hang slogans.

5. Ethnic minorities celebrate their traditional festivals and put up slogans in their inhabited areas. Article 4 Applications for hanging slogans and posting promotional materials shall be handled in accordance with the following regulations:

1. Applications for hanging slogans and posting promotional materials throughout the city (including across districts and counties) must be made in the place where they are intended to be posted. 5 days in advance, the hanging plan (including scope, location, time limit, etc.) must be reported to the Municipal Environmental Sanitation Administration; if the hanging is to be posted within the district or county, the hanging plan must be reported to the district, county or county 5 days before the proposed hanging. 2. If the competent administrative agency of an industry uniformly organizes all units in the industry and system to put up slogans and post promotional materials throughout the city, district or county, the competent authority shall apply to the environmental sanitation management agency for unified application.

Article 5 Hanging slogans and posting promotional materials in the following areas must be reported to the Municipal People's Government or the State Council for approval:

2. East-West Chang'an Street from the south entrance of Fuyou Street to the west of the south entrance of Tiananmen.

3. Other areas specified by the Municipal People’s Government. Article 6 Units or individuals who hang slogans or post promotional materials must abide by the following regulations:

1. Hang and post slogans strictly in accordance with the approved scope, location, and time limit.

2. Any slogans posted during national festivals should be removed promptly after the festival. During the Spring Festival, hanging can be started 7 days before the festival and cleared within 2 days after the Lantern Festival; during other festivals, hanging can be started 5 days before the festival and cleared within 5 days after the festival.

3. Slogans should be displayed in a form such as tents that does not hinder the view of the city.

4. Slogans and promotional materials must have neat fonts, standardized writing, clear handwriting, and be kept neat, intact, and beautiful.

5. Hanging slogans and posting promotional materials must not hinder traffic, damage trees, damage public facilities, or affect social order. Article 7 Slogans and promotional materials that have exceeded the approved period of posting or are dilapidated and impede the city's appearance shall be replaced and removed by the unit or individual who posted them. Worn slogans and posters along the street shall be removed by the responsible unit for sanitation and cleaning or the unit responsible for the three guarantees in front of the door. Article 8 Any unit that violates these regulations shall be punished by the environmental sanitation management agency in accordance with the following provisions based on the severity of the case:

1. Anyone who posts slogans and posts promotional materials without approval shall be fined 200 A fine of not less than 500 yuan but not more than 500 yuan will be imposed and ordered to be removed.

2. Anyone who does not put up slogans or publicity materials within the approved scope, location or time limit, or fails to remove slogans or publicity materials within the prescribed time limit, shall be fined not less than RMB 50 but not more than RMB 200, and will be required to correct or remove them within a time limit. If corrections are not made or the items are not removed within the time limit, a fine of RMB 5 per slogan or promotional material will be imposed for each overdue day and the items will be removed compulsorily.

3. If due to poor maintenance and management, the posted slogans and promotional materials are incomplete, defaced and not replaced, they will be fined RMB 5 per banner (frame) and ordered to make corrections within a time limit. Or clear it. If it is not corrected or cleared within the time limit, a fine of 2 yuan per article (frame) will be imposed for each day overdue.

Environmental sanitation management agencies will impose a fine of 5 yuan on individuals who violate these regulations by hanging and pasting indiscriminately.

Article 9 Environmental sanitation management agencies and their staff shall strengthen the management and supervision of hanging slogans and posting promotional materials, and have the right to remove slogans and posted promotional materials that violate these regulations. Article 10 These regulations are organized and implemented by the Municipal Environmental Sanitation Administration Bureau. Specific issues in implementation shall be interpreted by the Municipal Environmental Sanitation Administration Bureau. Article 11 These regulations shall come into effect on September 1, 1990. The "Regulations on Displaying Slogans in Celebration of Holidays" forwarded by the General Office of the Beijing Municipal People's Government on March 8, 1983 were abolished at the same time.
