Article 1

Article 2
Within the territory of the People's Republic of China, electric power supply enterprises (hereinafter referred to as power supply enterprises) and electric power users (hereinafter referred to as users) and those related to electric power supply, Relevant units and individuals must comply with these regulations.
Article 3
The electric power management department of the State Council is responsible for the supervision and management of the supply and use of electric power nationwide. The electric power management departments of local people's governments at or above the county level are responsible for the supervision and management of electric power supply and use within their respective administrative regions.
Article 4
Power grid operating enterprises shall be responsible for the business of power supply and use within their own supply areas in accordance with the law, and shall accept the supervision of the power management department.
Article 5
The state shall implement the management principles of safe use of electricity, economical use of electricity and planned use of electricity in the supply and use of electricity. Power supply enterprises and users should abide by relevant national regulations, take effective measures, and ensure safe, economical and planned use of electricity.
Article 6
Power supply enterprises and users shall sign power supply and use contracts based on the principles of equality, voluntariness, and consensus through consultation.
Article 7
The electric power management department shall strengthen the supervision and management of power supply and consumption, coordinate the relationship between the parties supplying and using power, and prohibit behaviors that endanger the safety of power supply and consumption and illegal appropriation of electric energy. . Article 8
Power supply enterprises shall supply power to users within the approved power supply business area. The division of power supply business areas should consider factors such as the structure of the power grid and the rationality of power supply. Only one power supply business organization shall be established in a power supply business area.
Article 9
The establishment and change of power supply business areas within the scope of provinces, autonomous regions, and municipalities directly under the Central Government shall be submitted by power supply enterprises and approved by the power management departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government. After review and approval in conjunction with relevant departments at the same level, the power management department of the people's government of the province, autonomous region, or municipality directly under the Central Government will issue a "Power Supply Business License." Article 10
After the power production enterprises operating on the grid operate in accordance with the grid connection agreement, the power and electricity sent to the grid shall be uniformly distributed by the power supply business agency.
Article 11
If the power consumption capacity of a user exceeds the power supply capacity of the power supply enterprise in the power supply business area where the user is located, power supply shall be supplied by other power supply enterprises designated by the power management department at or above the provincial level. People's governments at or above the county level shall incorporate the construction and transformation planning of urban and rural power grids into the overall planning of urban construction and rural construction. Article 13

Article 14

Article 15

Article 16
When power supply enterprises and users construct and maintain power supply facilities and power receiving facilities, relevant units and individuals in the operation area shall provide assistance and provide convenience; If any damage is caused to buildings or crops due to operations, they shall be responsible for repairs or provide reasonable compensation in accordance with relevant laws and administrative regulations.
Article 17
After public power supply facilities are completed and put into operation, they shall be maintained and managed uniformly by the power supply unit. With the approval of the power management department, power supply enterprises can use, transform, and expand the power supply facilities. The maintenance and management of private power supply facilities shall be determined by the property rights unit through negotiation. The property rights unit may maintain and manage it by itself or entrust the power supply enterprise with maintenance and management. After the user-specific power supply facilities are completed and put into operation, they shall be maintained and managed by the user or entrusted to the power supply enterprise.
Article 18
When an existing power supply facility must be relocated, renovated or protective measures must be taken due to construction needs, the construction unit shall consult with the management unit of the power supply facility in advance. , the required engineering costs shall be borne by the construction unit. Article 19
The quality of power supply at the user's power receiving end shall comply with national standards or power industry standards.
Article 20
The power supply method shall be in accordance with the principles of safety, reliability, economy, reasonableness and ease of management, and shall be determined by both parties of power supply and use in accordance with relevant national regulations and power grid planning and usage. Electricity demand and local power supply conditions and other factors are determined through consultation. In areas where public power supply facilities have not reached, power supply enterprises can entrust units with power supply capabilities to provide power nearby. No unit is allowed to supply power to outsiders without authorization from the power supply enterprise.
Article 21
When emergency power supply is needed for rescue and disaster relief, the power supply enterprise must arrange power supply as soon as possible. The required project costs and payable electricity charges shall be paid by the relevant departments of the relevant local people's governments from emergency and disaster relief funds, but the electricity charges for drought relief shall be paid by the users.
Article 22
If users have special requirements for power supply quality, the power supply enterprise shall provide corresponding power based on its necessity and the possibility of the power grid.
Article 23
Applicants for new power installations, temporary power usage, increased power capacity, changes in power usage, and termination of power usage must go to the local power supply enterprise to complete the procedures. And pay the fees in accordance with relevant national regulations; the power supply enterprise shall provide power if there is no reasonable reason for not providing power. Power supply enterprises shall announce the procedures, systems and charging standards for electricity consumption at their business premises.
Article 24
Power supply enterprises shall participate in the review of design drawings of users' power receiving and transmitting devices in accordance with national standards or power industry standards, and conduct construction of concealed projects for users' power receiving and transmitting devices. The process shall be supervised, and the power receiving and transmission device project shall be inspected after completion; only those that pass the inspection may be put into use.
Article 25
Power supply enterprises shall implement classified electricity prices and time-of-use electricity prices in accordance with relevant national regulations.
Article 26
Users should install electricity metering devices. The electricity and quantity used by users shall be based on the records of electricity metering devices approved by the metrology and verification agency in accordance with the law. Electricity metering devices should be installed at the property boundary between power supply facilities and power receiving facilities. The user is responsible for protecting the electricity metering device installed at the user's location.
Article 27
Power supply enterprises shall calculate and charge electricity fees to users in accordance with the electricity prices approved by the state and the records of electricity metering devices. Users shall pay electricity bills in accordance with the electricity price approved by the state and in accordance with the prescribed time limit, method or method agreed in the contract.
Article 28
Except as otherwise provided in these Regulations, when the power generation and power supply systems are operating normally, the power supply enterprise shall continue to supply power to users; if it is necessary to stop for any reason When supplying power, users shall be notified in advance or an announcement shall be made in accordance with the following requirements: (1) When power outage is required due to planned maintenance of power supply facilities, the power supply enterprise shall notify users or make an announcement 7 days in advance; (2) When power supply needs to be stopped due to temporary maintenance of power supply facilities , the power supply enterprise shall notify important users 24 hours in advance; (3) When power outages or power rationing are required due to failures in the power generation and power supply systems, the power supply enterprise shall carry out power outages or power rationing in accordance with the predetermined power rationing sequence. After the causes of power outages or power restrictions are eliminated, the power supply enterprise shall restore power supply as soon as possible.
Article 29
The electric power management department of the people's government at or above the county level shall comply with national industrial policies and carry out planned electricity use in accordance with the principles of overall planning, ensuring key points, and selecting the best supply. Power supply enterprises and users should formulate electricity conservation plans, promote and adopt new technologies, new materials, new processes, and new equipment to save electricity and reduce electricity consumption. Power supply enterprises and users should adopt advanced technologies and adopt scientific management measures to safely supply and use electricity, avoid accidents, and maintain public safety.
Article 30
Users shall not engage in the following behaviors that endanger the safety of power supply and use and disrupt the normal order of power supply and use:
(1) Without authorization Changing the category of electricity consumption;
(2) Using electricity beyond the capacity agreed in the contract without authorization;
(3) Using electricity beyond the planned distribution quota without authorization;
(4) Unauthorized use of power equipment that has been suspended from use by the power supply company, or unauthorized use of power equipment that has been seized by the power supply company;
(5) Unauthorized relocation, modification or unauthorized operation of the power supply company Electricity metering devices, power load control devices, power supply facilities and user power receiving equipment agreed to be dispatched by the power supply enterprise; (6) Without the permission of the power supply enterprise, introduce or supply power without authorization or use self-prepared power The power supply was connected to the grid without authorization.
Article 31
Theft of electricity is prohibited. Electricity theft includes:
(1) Wiring and using electricity without authorization at the power supply facilities of the power supply company;
(2) Using electricity by bypassing the power metering device of the power supply company;
(3) Forging or opening the electricity metering device sealed by a legal or authorized measurement and verification agency;
(4) Deliberately damaging the electricity metering device of the power supply enterprise;
(5) Deliberately causing the electricity metering device of the power supply company to be inaccurate or invalid;
(6) Using other methods to steal electricity. Article 32
Power supply enterprises and users shall sign a power supply and use contract based on the needs of users and the power supply capacity of the power supply enterprise before supplying electricity.
Article 33
The power supply contract shall have the following clauses:
(1) Power supply method, power supply quality and power supply time;
(2) Electricity capacity, address and nature of electricity consumption;
(3) Measurement method and electricity price and electricity fee settlement method;
(4) Supply and use Division of responsibilities for maintenance of electrical facilities;
(5) Validity period of the contract;
(6) Liability for breach of contract;
(7) Agreement between both parties Other terms that should be agreed upon.
Article 34
Power supply enterprises shall reasonably dispatch and safely supply power in accordance with the quantity, quality, time and method agreed in the contract. Users should use electricity in accordance with the quantity and conditions agreed in the contract, and pay electricity fees and other fees stipulated by the state.
Article 35
The modification or termination of the power supply and use contract shall be handled in accordance with the provisions of relevant laws, administrative regulations and these Regulations. Article 36
The electric power management department shall strengthen the supervision and management of power supply and consumption. Personnel responsible for supervision and inspection of power supply and electricity consumption must meet the corresponding conditions. When performing official duties, the personnel responsible for the supervision and inspection of power supply and consumption shall produce their certificates. Specific measures for the supervision, inspection and management of power supply and electricity consumption shall be formulated separately by the electric power management department of the State Council.
Article 37
Electricians working on users’ power receiving and transmitting devices must pass the assessment of the electric power management department and obtain the "Electrician Network Access Permit" issued by the electric power management department. Certificate" before you can start working. Units that undertake the installation, maintenance, and testing of power supply facilities and power receiving facilities must be reviewed and qualified by the electric power management department and obtain the "License for Installation (Repair) of Electric Power Facilities" issued by the electric power management department before they can apply to the industrial and commercial administration. Anyone who violates the provisions of these Regulations and commits any of the following acts shall be ordered by the power management department to make corrections, the illegal gains shall be confiscated, and a fine of not more than 5 times of the illegal gains may be imposed:
(1) Engaging in the power supply business without obtaining the "Power Supply Business License" in accordance with regulations;
(2) Extending into or across the power supply business area to supply power without authorization;
(3) Transferring power supply to others without authorization.
Article 39
In case of violation of the provisions of Article 27 of these Regulations and failure to pay the electricity bill within the time limit, the power supply enterprise may, starting from the date of overdue payment, pay the total amount of electricity bill every day. Additional liquidated damages of 1‰ to 3‰ will be charged, and the specific proportion shall be agreed upon by both parties in the power supply and consumption contract. If more than 30 days have passed since the date of overdue payment, if the electricity bill has not been paid despite reminders, the power supply enterprise may comply with national regulations. The program stops power supply.
Article 40
Whoever violates the provisions of Article 30 of these Regulations and uses electricity illegally, the power supply enterprise may recover the electricity fee based on the facts of the violation and the consequences, and in accordance with the State Council Electricity Management Electricity charges and other charges stipulated by the state may be levied in accordance with departmental regulations; in serious cases, power supply may be stopped in accordance with procedures stipulated by the state.
Article 41
Anyone who violates the provisions of Article 31 of these Regulations and steals electric energy shall be ordered by the power management department to stop the illegal act, recover the electricity bill and impose a fine of 5 A fine of not more than 10 times; if a crime is constituted, criminal liability shall be investigated in accordance with the law.
Article 42
If a power supply enterprise or user violates the power supply and use contract and causes losses to the other party, it shall bear liability for compensation in accordance with the law.
Article 43
If a power operation accident causes damage to a user or a third party, the power supply enterprise shall bear liability for compensation in accordance with the law. If damage is caused to a power supply enterprise or other users due to the fault of a user or a third party, the user or third party shall be liable for compensation in accordance with the law.
Article 44
If an employee of a power supply enterprise violates the rules and regulations and causes a power supply accident, or abuses his power or takes advantage of his position to seek personal gain, he shall be given administrative sanctions in accordance with the law; if this constitutes a crime , pursue criminal responsibility in accordance with the law. Article 45
This Regulation shall come into effect on September 1, 1996.
