Units and individuals who set up and use radio stations must submit a written application, go through the examination and approval procedures for setting up radio stations and obtain a radio station license. Twentieth radio stations (stations) shall, after being approved for use, work in accordance with the approved projects, and shall not send and receive signals unrelated to work; If it is really necessary to change the project, it must go through the formalities of change at the original approval authority.

1. Users submit applications;

2. After receiving the application, conduct a formal review, and make an acceptance decision if it meets the requirements; Do not meet the requirements, make a decision not to accept, and notify the applicant in writing;

3. Substantive review of accepted applications. When harmful interference will occur between the proposed radio station and other radio stations, the applicant may be required to put forward a feasible solution to the interference problem, and organize relevant units and technical experts to conduct research and coordination when necessary;

4. For some special radio stations specified by the state, after the substantive examination is completed, it should also be reported to the Radio Administration of the Ministry of Information Industry for coordination with relevant countries or regions according to the relevant provisions of the Radio Rules of the International Telecommunication Union or bilateral agreements;

5. After the substantive examination and related coordination are completed, those who pass the examination will be approved; If the examination fails, it shall notify the applicant in writing and explain the reasons;

6. After the establishment is approved, the applicant shall go through the formalities of setting up and using a radio station at the radio management institution, pay the frequency occupation fee and registration fee in accordance with the relevant provisions of the state, and obtain a radio station license.

Details of application conditions and materials:

1. To set up and use a radio station, the following conditions shall be met:

1) The radio equipment meets the national technical standards;

2) The staff shall be familiar with the relevant regulations of radio management and have corresponding business skills and operation qualifications;

3) The necessary wireless network design conforms to the principle of economy and rationality, and the working environment is safe and reliable;

4) Units or individuals that set up stations (stations) have corresponding management measures.

5) The documents are qualified and complete.

2. Application materials:

1) written application (including the introduction of the applicant's main business, with corresponding seal) (including the applicant's qualification certificate);

2) Set up the radio station (station) application form;

3) Relevant technical data declaration form;

4) Technical design documents (the part about wireless communication in the design report);

5) Electromagnetic environment test report;

6) Interference analysis report on existing (or under construction or planning) radio stations;

7) frequency approval document of radio management organization;

8) Other documents required for relevant business.

Items 4), 5), 6), 7) and 8) may not be submitted for setting up simple radio communication equipment such as non-networked walkie-talkies.

To apply for setting up and using an earth station that does not belong to the satellite communication network, the following documents shall be submitted in addition to the above 1), 2), 3) and 5):

1) legal person qualification certificate;

2) satellite transmission link calculation;

3) Proof that the relevant satellite transponder can be used;

4) Other documents required for relevant business.
