The "Letter" mentioned that the agricultural transfer population that meets the security conditions can apply for public rental housing or housing rental subsidies. Agricultural transferees purchase their first commercial housing in the main urban area, apply for a real estate registration certificate and settle down, and receive full financial subsidies for the deed tax paid. Agricultural migrants who move to cities to start businesses can participate in the basic pension insurance for urban employees. Through changes in household registration, the level of subsistence allowance security can be improved.

On October 9, the Suzhou Municipal Bureau of Housing and Urban-Rural Development issued the "Clear Paper on Accelerating the Civilization of Agricultural Transfer Population (Trial)".

The "Clear Paper" specifically introduces the "one-stop" service, "three rights protection", education for migrant children (primary school, junior high school), housing security, basic medical and health security, and employment skills training subsidies. , entrepreneurship training, social security relationship transfer and continuation, as well as 16 items such as subsidies for the elderly, pension service subsidies for low-income seniors, minimum living security, basic medical care and critical illness insurance.

The "three rights guarantee" mainly refers to the rural land contract management rights, collective income distribution rights, homestead use rights and above-ground house ownership rights originally enjoyed by the agricultural transfer population, as well as the derived land acquisition compensation rights and benefits. The right to enjoy agricultural subsidies will remain unchanged according to law after the household registration is transferred to an urban area.

Specifically, the protection of rural land contract management rights: Based on the second round of rural contracting, the agricultural transfer population and the rural population shall implement the policy of confirming, registering and issuing certificates for rural contracted land rights under the same conditions. If the whole family or some family members move to cities and change their urban household registration, the original rural land contract management rights will remain unchanged. Agricultural transferees have equal access to various policies that relax the management rights of contracted land. Guarantee of the derived right to compensation for land expropriation: The agricultural transfer population and the rural population enjoy the right to compensation for land expropriation under the same conditions.
