Notice of Changning Municipal People's Government on Matters Related to the Prohibition of Throwing and Burning Feudal Superstitions such as Paper and Coin in Urban Areas

In order to advocate civilized sacrifices and clean up the city appearance and environment, according to the provisions of relevant laws, regulations and rules, such as the Law on the Prevention and Control of Air Pollution in People's Republic of China (PRC), the Measures for the Implementation of Regulations on Funeral Management in Hunan Province, and the Regulations on the Management of City Appearance and Environmental Sanitation in Hengyang City, the relevant matters concerning the prohibition of throwing and burning paper money and other feudal superstitious items in the urban areas of our city are hereby notified as follows:

1. It is forbidden to throw or burn paper in the main roads such as Qunying Road, Qingyang Road, Jiefang Road, Peiyuan Road, Lianhua Road, Quanfeng Road, Yanchishan Road, Songtang Road, Yishuitan Watertown Scenic Belt and other public places such as Chengnan, Quanfeng, Laodong Road, Taojiang, Xishang, Liangjiang, Chengbei, Chengdong, Qunying and Shangdong Community.

Second, the majority of urban residents should be civilized, thrifty, obey the rules and discipline when handling the sweeping activities, and must not interfere with public order and endanger public safety. Civilized sacrifice methods such as flower sacrifice, online sacrifice, planting trees to sweep graves and reading sacrifice etiquette should be adopted to actively abandon uncivilized behavior. The staff of party member, government agencies, enterprises and institutions should take the lead in changing customs, be pioneers in "saying goodbye to bad habits and paying tribute to civilization", and influence and drive people around them to pay tribute to civilization with practical actions.

Third, urban management and law enforcement, civil affairs, market supervision, ecological environment, public security, emergency and other departments formed a joint inspection team to inspect the urban area, resolutely stop feudal superstitious behaviors such as throwing and burning paper money, and promptly discourage and stop illegal activities according to law.

Four, in violation of the provisions of this circular, throwing, burning paper money and other feudal superstitious activities in prohibited areas, affecting environmental sanitation, by the urban management law enforcement departments in accordance with the provisions of the "Hengyang city appearance and environmental sanitation management regulations" will be punished. Obstructing administrative law enforcement personnel from performing official duties shall be punished by the public security department in accordance with the provisions of the Law of People's Republic of China (PRC) Municipality on Public Security Administration Punishment. If the circumstances are serious and suspected of committing a crime, they shall be handed over to judicial organs for handling.

Five, this notice shall come into force as of the date of promulgation.
