Entry applications from Category 6 foreigners will be accepted and approved immediately.

There are 8 foreign visa agencies in Heilongjiang Province: Harbin Taiping International Airport, Heihe, Suifenhe, Dongning, Tongjiang, Fuyuan, Raohe, Luobei and other border ports.

The public security exit and entry management department shall, as needed, organize inbound tour groups organized by travel agencies, foreigners who urgently need to enter the country due to humanitarian reasons and are invited to enter the country to engage in emergency business, science and technology, culture, and sports exchange activities, as well as those who perform flight attendants. For international train crews, international aircraft crews, and international sailing ship crews on aviation and shipping tasks, port visa applications will be accepted and approved immediately in accordance with regulations.

Special extension of stay for tourist visa will be completed within two days.

It is stipulated that foreigners entering our province with tourist visas need to extend their stay in case of sudden changes, hospitalization and other special circumstances. If they meet the issuance conditions, the issuance time limit will be shortened from 7 working days to 2 working days. . This is also to provide more convenience for foreigners traveling in Heilongjiang Province.

In both cases, visa reissue will be accepted immediately.

1. For foreigners living and working in China who have lost their passports, they need to apply for a new visa before leaving the country. According to the relevant requirements of the National Immigration Administration and the Public Security Exit-Entry Administration Bureau, foreigners who have lost their passports and urgently need to apply for a new visa can present relevant certificates such as a letter explaining the reasons provided by the inviting unit, the flight (car, boat) ticket confirming the date and seat, etc. , accepted in a timely manner.

2. In view of the urgent need for foreign tour group members to apply for group visas to leave the country. The public security exit and entry management department will immediately accept and approve visa and stay permit applications based on the letter from the reception travel agency and the plane (car, boat) ticket confirming the date and seat, and make a timely decision to approve or disapprove.

Tourists from Hong Kong, Macao and Taiwan lost their documents in one day.

1. Hong Kong and Macao residents who urgently need to apply for entry and exit documents due to the loss or damage of the mainland travel pass should accept the approval immediately and complete the production of the documents within one day.

2. If Taiwanese residents traveling to our province urgently need to apply for a Mainland Travel Permit for Taiwan Residents due to their lost or damaged Mainland Travel Permit for Taiwan Residents, the Public Security Exit and Entry Administration Department will notify the province, city, county (city, district) ) three-level linkage, instant approval, and certificate issuance completed within one day.

There is a "green channel" for tourists from other provinces to renew their certificates.

1. The exit and entry administration department of the public security organ should open a "green channel" based on actual needs, accept, approve and issue exit and entry documents for applicants immediately.

2. The time limit for applying for a certificate has been accelerated from 20 days nationwide to 5 working days.

3. If the entry-exit documents held by people registered in other provinces who are traveling to Heilongjiang Province are about to expire and need to be renewed, or if they are lost or damaged during the trip and need to be replaced, they will be processed on an expedited basis.

Border passports will be issued on the same day.

1. For persons registered in other provinces who participate in border tourism in Heilongjiang Province, when applying for a border tourism passport, the entry and exit administration department will accept it immediately and approve and issue it within 1 working day.
