Regulations of Bijie Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, guide and carry forward civilized behaviors, control uncivilized behaviors, improve citizens' ideological consciousness, moral level and civilized accomplishment, and promote social civilization and progress, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, meets the requirements of socialist morality, embodies socialist core values, safeguards public order and good customs, leads social customs and promotes social civilization and progress. Article 4 The promotion of civilized behavior should be compatible with the construction of a demonstration zone to implement the new development concept, and adhere to the basic principles of combining the rule of law with the rule of virtue, putting people first, giving both rewards and punishments, and building, managing and sharing together. Article 5 Inherit Chinese excellent traditional culture, carry forward traditional virtues, respect heroes, models and soldiers, learn advanced skills, enhance national self-confidence and consciously safeguard national interests.

Advocate strict economy and oppose extravagance and waste. Article 6 The people's governments of cities and counties (districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, and include the funds for the promotion of civilized behavior into the annual financial budget.

The relevant departments of the municipal and county (District) people's governments shall do a good job in the propaganda of civilized behavior within their respective responsibilities. Seventh city and county (District) spiritual civilization construction committee is responsible for the promotion of civilized behavior within their respective administrative areas.

City, county (District) spiritual civilization construction committee office is responsible for the guidance, supervision, inspection and evaluation of the promotion of civilized behavior within their respective administrative areas.
