On the morning of October 31, 2016, the 11th Party Congress of Shanxi Province opened grandly. Comrade Luo Huining's report to the conference pointed out the direction, implementation approaches, goals and tasks for Shanxi's development in the next five years. To open up a new realm of governance, the report puts forward five requirements for profound understanding:

The second is that we must find a Shanxi path in promoting our transformation and upgrading. The report says that we are at a historical turning point, and we are looking for a new path than the whole country. The third point is that in the process of comprehensively deepening reform, we must show the courage of our Shanxi Province. It was emphasized that Shanxi is now in the period of "five-phase superposition", which makes our comprehensive deepening of reform in Shanxi have the characteristics of a critical period.
