Article 2: These measures apply to river beach management that has completed comprehensive flood control and environmental improvement within the administrative region of this city. Article 3 The water administrative department is the administrative department of the river beach, and its subordinate river beach management agency is responsible for the daily management of the river beach. The specific scope of river beach management agencies responsible for managing river beaches in cities and districts (including development zones, scenic spots, and chemical industry zones, the same below) shall be delineated by the municipal water administrative department and announced to the public.

Relevant administrative departments such as public security, urban management, culture, and sports shall do a good job in the management of river beaches in accordance with their respective responsibilities. Article 4 After the completion of river beach flood control and comprehensive environmental improvement, the construction unit shall promptly organize completion acceptance and go through maintenance and management handover procedures with the water administrative department. Article 5: Any unit or individual has the obligation to protect the natural environment, landscape and facilities on the river beach, and has the right to discourage, report and complain against violations of these regulations. Article 6 The municipal and district people's governments (including the management committees of development zones, scenic spots, and chemical industry zones, the same below) shall include river beach maintenance and management funds into the fiscal budget of the same level in accordance with their management authority. Chapter 2 River Beach Flood Control Management Article 7 Construction activities within the scope of river beach management shall comply with river management regulations and relevant planning requirements, shall not affect flood control safety, and shall undergo approval procedures in accordance with the law. Article 8 Due to the needs of flood control and flood control work, the flood control command agency may require relevant units and individuals within the river beach to suspend or stop relevant activities and remove obstacles that impede the flow of floods; if they refuse to remove them, the flood control command agency may forcibly remove them. The cost of removal shall be borne by the person who set up the obstacle. Article 9 River beach management agencies shall perform safety management responsibilities related to flood control, accept the supervision and management of the district water administrative department, and obey the unified dispatch and command of the district flood control command agency. Article 10 River beach management agencies shall formulate flood control emergency plans. In the event of flood control emergencies, they shall take relevant measures in strict accordance with the flood control emergency plans and report to the flood control command agency and water administrative department in a timely manner. Chapter 3 River Beach Order Management Article 11 River beach management agencies should formulate garden management regulations, establish and improve daily inspection systems, discourage uncivilized behavior, and maintain normal garden order. Article 12 The following behaviors are prohibited on the river beach:

(1) Carrying, selling and setting off items that may cause fires such as sky lanterns;

(2) Carrying controlled equipment, flammable Explosives and other dangerous goods;

(3) Illegal gatherings, processions, demonstrations, and cult activities;

(4) Unauthorized distribution of commercial promotional materials;

(6) Posting or hanging promotional materials without approval or in accordance with the approved content;

(7) Spitting, defecation, and littering;

(8) Burning leaves, garbage or other waste;

(10) Burning reeds, digging asparagus, catching or harming animals without permission;

(11) Damaging greening and greening facilities;

(12) Engaging in catering operations and emitting oil fumes, polluting the surrounding environment;

(13) Other behaviors that affect the river beach environment and damage river beach facilities. Article 13: Carrying out campfires, camping and other activities or displaying or hanging slogans or banners on the river beach must be approved by the river beach management agency and must be carried out within the prescribed time and area. Article 14 Except for vehicles used for people with disabilities, other vehicles may only enter the river beach with the permission of the river beach management agency.

Vehicles that are allowed to enter the river beach should drive according to the prescribed routes and speeds, and park in designated areas. Article 15: In areas where pets are prohibited, river beach management agencies should set up clear signs.

Article 16 The river beach management agency shall demarcate a special area within the river beach for centralized activities such as fitness and performances, and configure corresponding service facilities to facilitate citizens' use.

Organizers who carry out activities specified in the preceding paragraph shall register with the river beach management agency. Organizers and event participants should obey the management of the river beach management agency, carry out activities within the prescribed time and area, and abide by environmental noise and safety management regulations. Article 17 To engage in commercial activities or large-scale public welfare activities within the river beach, the organizer shall sign an agreement with the river beach management agency. If relevant approval procedures are required, the organizer shall go through the approval procedures in accordance with the law. Article 18 The establishment of amusement, recreation and other service facilities and the holding of exhibitions and other activities on the river beach shall be reasonably arranged and coordinated with the function, scale and landscape of the river beach, and shall not damage the river beach environment. Chapter 4 River Beach Safety Management Article 19 River beach management agencies shall establish a safety management system and formulate emergency plans for emergencies.
