During the Yan 'an rectification movement, in order to enhance the unity of the army, the government and the people, the Gao Qian meeting of Northwest Bureau and the meeting of military and political cadres were held. The political, military and civilian parties openly criticize themselves, respect each other and understand each other in the spirit of rectification. The government of the border region has successively promulgated some laws and regulations, such as the new Regulations on Preferential Treatment to the Families of Anti-Japanese Soldiers in the Shaanxi-Gansu-Ningxia Border Region, the Interim Measures for Preferential Treatment to the Families of Anti-Japanese Workers, the Interim Measures for Mobilizing Soldiers who have absconded in the Border Region and have not returned after the deadline, the Measures for Handling Divorce of Anti-Japanese Subordinates in the Shaanxi-Gansu-Ningxia Border Region, and the Measures for Preferential Treatment to the Families of Anti-Japanese Soldiers. The measures to adjust the military-civilian relationship and maintain the revolutionary order in the Shaanxi-Gansu-Ningxia border region and the preferential treatment regulations in the border region, which are still being implemented in the "double support" movement, are deepening day by day.

The "double support" movement flourished.

1943 Before and after the Spring Festival, governments at all levels in the border areas led the people to generally carry out activities to support the army and give priority to their families. From the street to the county, district and township governments, enlarged government affairs meetings were held respectively, and representatives of the garrison were invited to participate and carry out self-criticism. All the troops in the border area earnestly carry out the education of supporting the government and loving the people, take various meetings and take the initiative to conduct self-examination and reflection. We generally carry out the registration of old cases, clean up past cases of military-civilian relations, and resolutely compensate, return and apologize if we find any behavior that harms the interests of the government and the masses. Hold various get-together activities to enhance feelings with the people. The army strives to increase production, reduce the burden on the government and the people, enthusiastically help the people develop the economy, solve the difficulties in daily life, train the militia, consciously safeguard and implement government decrees, and protect people's lives and property. Military-civilian relations have become increasingly close.

From 65438 to 0944, with the improvement of the national anti-Japanese war situation and the great progress of all work in the border areas, the "double support" movement was also in full swing. After 1949, with the people's army's victorious March to the whole country, the "double support" movement has been vigorously carried out around the central work of the party with increasingly rich contents and forms.
