Units and individuals who have made outstanding contributions to reporting terrorist activities or assisting in preventing and stopping terrorist activities, as well as units and individuals who have made other outstanding contributions in anti-terrorism work, shall be commended and rewarded in accordance with relevant state regulations.

Any unit has the obligation to assist and cooperate with the relevant departments to carry out anti-terrorism work, and shall report to the public security organ or the relevant departments in time if it finds suspected terrorist activities or suspected terrorists. Units and individuals who have made outstanding contributions to reporting terrorist activities or assisting in preventing and stopping terrorist activities, as well as units and individuals who have made other outstanding contributions in anti-terrorism work, shall be commended and rewarded in accordance with relevant state regulations. If a unit refuses to cooperate with relevant departments to carry out anti-terrorism security prevention, intelligence information, investigation, response and disposal, the competent department shall impose a fine of less than 50,000 yuan, and the directly responsible person in charge and other directly responsible personnel shall impose a fine of less than 2,000 yuan; If serious consequences are caused, a fine of not more than 100,000 yuan shall be imposed, and the directly responsible person in charge and other directly responsible personnel shall be detained for not less than five days but not more than fifteen days, and a fine of not more than 10,000 yuan may also be imposed. Where a unit obstructs relevant departments from carrying out anti-terrorism work, the public security organ shall impose a fine of not more than 200,000 yuan, and the directly responsible person in charge and other directly responsible personnel or individuals shall be detained for not less than five days but not more than fifteen days, and may also impose a fine of not more than 50,000 yuan. If the unit violates the provisions of this law and the circumstances are serious, it shall be ordered to close related services or suspend production or business; If serious consequences are caused, the relevant license or registration shall be revoked.
