Article 1 In order to strengthen elevator safety management, prevent and reduce the occurrence of accidents, and ensure the safety of people and property, in accordance with the provisions of the "Special Equipment Safety Law of the People's Republic of China" and other laws and regulations, combined with Based on the actual situation of this city, these measures are formulated. Article 2 These Measures apply to the manufacturing, installation, transformation, repair, use, maintenance, inspection, testing and supervision and management of elevators within the administrative area of ??this city.

The elevators referred to in these Measures include passenger (cargo) elevators, escalators, moving walkways, etc. The specific scope is determined according to the catalog specified by the state. Article 3 The municipal and district people's governments shall strengthen leadership over elevator safety management, urge relevant departments to perform their elevator safety management responsibilities in accordance with the law, establish a joint meeting system for elevator safety management, and coordinate and resolve major issues in elevator safety management in a timely manner. Article 4 The municipal quality and technical supervision department is responsible for the supervision and management of elevator safety.

Departments of construction, market supervision, public security, finance, land and real estate, safety supervision, education and other departments should do a good job in elevator safety management in accordance with laws, regulations, rules and the responsibilities specified by the municipal people's government. Article 5 The sub-district office (township people’s government) shall assist the municipal quality and technical supervision department in elevator safety management and specifically perform the following duties:

(1) Supervise elevator users and maintenance units to carry out Daily investigation and management of elevator safety hazards, and implementation of safety responsibilities;

(2) Mediation and handling of complaints and disputes involving elevator safety issues;

(3) Coordination and implementation of elevator user units and elevator daily Guarantee of funds for operation, maintenance, repair, transformation, renewal, etc.;

(4) Other responsibilities prescribed by laws, regulations, rules and provincial and municipal people's governments. Article 6 The elevator user unit is the responsible entity for the management of safe use of elevators and assumes corresponding legal responsibilities for the safe use of elevators.

Units engaged in elevator manufacturing, installation, modification, repair, maintenance, inspection and testing shall comply with relevant national, provincial and municipal safety technical specifications, standards and regulations. Article 7 The municipal quality and technical supervision department shall strengthen elevator safety publicity and education, popularize elevator safety knowledge, and enhance the public’s elevator safety awareness.

Elevator manufacturing, installation, modification, repair, use, maintenance, inspection, testing and other units should guide the public to use elevators correctly.

Governments, enterprises, institutions, and social organizations should provide elevator safety education to their own personnel to improve elevator safety knowledge.

Schools and kindergartens should incorporate elevator safety knowledge into public safety education courses to enhance students and children’s awareness of safe and civilized use of elevators.

News media such as radio, television, newspapers and magazines, and the Internet should carry out publicity on elevator safety laws, regulations, rules and related knowledge, and conduct public opinion supervision on violations of elevator safety management regulations. Article 8 The municipal quality and technical supervision department shall establish an elevator safety emergency response center to implement unified management of elevator emergency rescue in this city and coordinate with "Public Security 110" and "Firefighting 119".

Encourage elevator maintenance units to establish regional elevator safety rescue networks to achieve rapid and professional rescue. Article 9: Promote elevator safety liability insurance.

Elevators used in public gathering places such as schools, kindergartens, hospitals, airports, stations, passenger terminals, shopping malls, stadiums, exhibition halls, parks, cinemas, theaters, etc. shall comply with national, provincial and municipal regulations. Relevant regulations require the purchase of elevator safety liability insurance. Article 10 Elevator-related industry associations established in accordance with the law shall establish industry self-discipline mechanisms, formulate industry regulations, provide elevator safety training, publicity and education, consulting and other services, and disclose information such as the average daily maintenance price of elevators and the inspection and replacement cycles of major parts. Participate in elevator safety credit evaluation and improve elevator safety management levels. Article 11 Elevator installations shall comply with relevant national, provincial and municipal safety technical specifications, standards and regulations.

The construction drawing review agency shall review the number, location, and building supporting design of elevators in the construction project. Those that do not comply with relevant national, provincial, and municipal safety technical specifications, standards, and regulations shall not be issued. Examine the certificate of qualification.

Article 12 Elevator manufacturing units shall abide by the following regulations:

(1) Display the name of the manufacturing unit, license number, product name and model, equipment number, and date of manufacture in a prominent position in the elevator car , metal product nameplates with main parameters and other information;

(2) Indicate the design service life or number of operations of the elevator and its main components in the installation, use and maintenance instructions;

(3) If a password is required to access the controller, the preset password shall be indicated in the installation, use and maintenance instructions; if the elevator control system is equipped with removable hardware for analysis and maintenance, its functions shall be indicated and delivered with the elevator. Units;

(4) Provide technical guidance and services for the safe operation of elevators to the users, carry out professional skills training such as emergency rescue, and assist in troubleshooting elevator faults. Article 13 Elevator installation, modification, and repair units shall comply with the following regulations:

(1) Prepare a safe construction plan, implement safety protection measures, confirm on-site safe production conditions, and comply with the requirements of design documents and standards , check the elevator machine room, shaft, pit, passage and other civil engineering projects involved in elevator construction and the elevator manufacturing quality, and make records to confirm that the requirements are met before construction;

(2) At the elevator entrance during construction Warning signs and public notice boards should be set up in prominent locations. The public notice boards should indicate the work content, construction period, construction unit, responsible person, contact information and other information;

(3) It is not allowed to change software programs or change hardware facilities. and other technical means to set up technical obstacles that affect the normal operation of elevators;

(4) Other units or individuals shall not be allowed or tacitly allowed in any form to put uninspected or unqualified elevators into use.
