1. The legal person legally established in People's Republic of China (PRC) for more than 3 years has no criminal record;

2. Undertaking or intending to undertake weapons and equipment research and production projects and products involving international secrets;

3. The proportion of foreign investors and their concerted actions without overseas (including Hong Kong, Macao and Taiwan) holding or direct investment and indirect investment shall not exceed 20% in the end;

4. The legal representative, principal responsible person, actual controller, directors (supervisors), senior managers and personnel who undertake the task of scientific research and production of classified weapons and equipment shall have China nationality, have no permanent residence or long-term residence permit abroad, and have no marriage relationship with overseas (including Hong Kong, Macao and Taiwan) personnel;

5. Having a fixed place for scientific research, production and office (proof of ownership or lease contract for more than 3 years) and the ability to undertake scientific research and production tasks of classified weapons and equipment;

6. The confidentiality system is sound, with specialized agencies or personnel responsible for confidentiality, and the protection of places, facilities and equipment conforms to the national confidentiality laws and standards;

7. There is no water leakage within one year.

Processing method of three-level confidentiality qualification

1. Contract provided by Party A (letter of intent for cooperation). Sign it.

2. The classification is based on what Party A said. There is a "security certificate table". The enterprises provided by the safety committee (group) of Party A may be listed companies. However, we need to provide some information about your list.

3, the number of enterprises is small, and there are few secret-related personnel. A leading group (or committee) must be established, and a safety working organization (safety office) must be set up. The safety team (committee) is composed of general manager, vice president, quality director (workshop director), finance office, director of administration department, personnel department and R&D personnel.

4. Certification is issued by the National Military Security Certification Center (located in the National Defense Science and Technology Bureau). Please submit the application form to Beijing Secrecy Bureau first. Then submit it to the Security Committee of the Science and Technology Department. Your enterprise can't write an application form and needs our help and guidance.
