Safety is the bottom line that major sports events must adhere to. During the preparation and holding of the Winter Olympics and Paralympics, we will actively implement the requirements of "safe" hosting, and fully consider and guarantee the safety of participants, venues and facilities, logistics support system and related support system under the premise of strictly implementing various prevention and control measures.

Make overall safety planning, formulate safety management plans and emergency plans, make full use of modern scientific and technological means to monitor every link of the Winter Olympics, demonstrate China's ability to organize major sports events, and demonstrate China's sports soft power to run a "simple, safe and wonderful" Winter Olympics.

In order to ensure the safety of major sports events, we must actively promote security preparations. Constantly optimize and improve the security plan for the Winter Olympics, further clarify six system construction plans, such as security command and coordination system, social security system and special security rectification actions, refine and improve the design of security closed lines, security system planning and police force calculation in the competition area, and formulate five categories of security guidance manuals, such as security policy, document management, traffic control, emergency response and daily operation.
