According to the requirements of the central authorities on the reform of the petition work system, the Ministry has formulated the List of Petition Matters and Main Basis for Classification through Legal Channels in the Field of Land and Resources, which is hereby printed and distributed to you with the consent of the leaders of the Ministry, and puts forward the following opinions on relevant work:
(a) fully understand the importance and urgency of handling complaints and requests through legal channels. It is an important measure to handle the complaint request of letters and visits through legal channels, and it is an important part of the reform of letters and visits system. All localities and units should attach great importance to it, take the construction of a "country ruled by law" as an opportunity, put the classified handling of letters and visits according to law on an important agenda, put it in a prominent position, faithfully, quickly and resolutely implement it, and constantly improve the ability and level of doing a good job in letters and visits by using the rule of law thinking and the rule of law.
(two) to formulate and publish the list of classified handling of letters and visits in a timely manner.
