According to the requirements of the central authorities on the reform of the petition work system, the Ministry has formulated the List of Petition Matters and Main Basis for Classification through Legal Channels in the Field of Land and Resources, which is hereby printed and distributed to you with the consent of the leaders of the Ministry, and puts forward the following opinions on relevant work:

(a) fully understand the importance and urgency of handling complaints and requests through legal channels. It is an important measure to handle the complaint request of letters and visits through legal channels, and it is an important part of the reform of letters and visits system. All localities and units should attach great importance to it, take the construction of a "country ruled by law" as an opportunity, put the classified handling of letters and visits according to law on an important agenda, put it in a prominent position, faithfully, quickly and resolutely implement it, and constantly improve the ability and level of doing a good job in letters and visits by using the rule of law thinking and the rule of law.

(two) to formulate and publish the list of classified handling of letters and visits in a timely manner. Local competent departments of land and resources at all levels should, in accordance with the unified requirements of local party committees and governments, and in accordance with the specific criteria of "legal channels" determined by the State Bureau for Letters and Calls in conjunction with the the State Council Legislative Affairs Office, carefully sort out the complaints about letters and visits in the field of land and resources within their respective administrative areas, and on the basis of the list issued by the Ministry, refine and supplement the relevant contents in combination with local conditions, formulate a list of letters and visits classified through legal channels within their respective administrative areas, and make it public in time through portals, visiting reception places, news media and other channels to increase transparency and work.

(3) Handling complaints in strict accordance with the law. All regions and units should intensify their work, seriously study and formulate relevant supporting measures and working rules, and accurately identify complaints and appeals from the masses. If the problem of letters and visits raised by the masses can be solved through legal channels, we should take legal channels as an option and a necessary option, unswervingly introduce legal channels and deal with them according to procedures, and resolutely prevent legal channels from becoming options or substitutes due to difficulties and obstacles in our work; Can not be resolved through legal channels, in line with the provisions of the "Regulations" fourteenth, as a complaint, in accordance with the provisions of the "Regulations".

(four) improve the working mechanism of effective connection between letters and visits and other legal channels. Within departments and units, it is necessary to further clarify the division of responsibilities between petition agencies and business organizations, strengthen cohesion and cooperation, and form a sound working mechanism. For all letters and visits introduced into legal channels, relevant business institutions should undertake the follow-up classification and handling work, strengthen the awareness of "statutory duties must be", and fully perform the duties of the land and resources department in a timely manner according to law; Involving other departments, it is necessary to strengthen coordination and communication with the petition departments, judicial departments and other business departments, improve and perfect the relevant working mechanisms such as consultation, transfer, tracking and feedback, and do a good job together to avoid the accumulation and intensification of contradictions caused by complaints from the masses.

(five) to strengthen the publicity and guidance of handling complaints through legal channels. All localities and units should patiently and meticulously do a good job in explaining and persuading petitioners' policies in response to the long-standing habit of "letters and visits don't believe in the law", and constantly strengthen the position and authority of the law in resolving contradictions in the minds of the masses; Through brochures, videos, posting flowcharts and other easy-to-understand forms, we should publicize the ways to lodge complaints, the legal provisions on which they are based, and the procedures for solving problems, so that the masses can understand "who to look for and what to do" and guide them to consciously solve complaints according to legal channels. At the same time, it is necessary to strengthen the education and training of this work, so that the broad masses of cadres and workers can master the requirements of classified treatment and improve their ability to handle affairs according to law.

The competent departments of land and resources of provinces (autonomous regions and municipalities) should take the implementation of classified handling of letters and visits through legal channels as an important part of the assessment and evaluation of letters and visits, increase the guidance, supervision and inspection of grassroots work, promote the orderly development of work, and ensure the effectiveness of this important reform task.
