In xx, under the strong leadership of the district committee and district government, I conscientiously implemented the responsibility of party management and actively explored New ideas and new measures for party building work ensure the smooth progress of various market supervision tasks. The work situation is now reported as follows:

1. Main work situation

(1) Unswervingly implement the “two maintenances”. The first is to insist on the party group taking the lead in learning. The Party Central Committee held 12 special study sessions;

The second is to strengthen the study and education of party members. "July 1" organized cadres to participate in the system-wide "Don't forget the original intention and keep the mission in mind" essay competition and won the first prize. The third is to strengthen warning education. A publicity board for party conduct and clean government was set up, and more than 30 warning articles were published using WeChat and oa. We carried out 10 warning education activities on “Correcting Work Style and Suppressing Discipline” to enhance cadres’ awareness of integrity and self-discipline.

(2) Consolidate the main responsibilities layer by layer. The first is to focus on responsibility transmission. Convened 6 special deployment meetings and signed 4 responsibility letters with the secretaries of each party branch. The second is to sort out the list of responsibilities. We formulated a list of 30 collective responsibilities for the team, 40 for the party secretary, and 20 for the team members, and promoted strict party ledger management. The third is to strengthen intra-party supervision. Organize 15 division-level cadres to report personal matters together. Convene a democratic life meeting to carry out criticism and self-criticism, and promote the implementation and rectification of 10 issues one by one. Carry out accountability and democratic evaluation, and the overall evaluation result has a favorable rate of 100%. A special democratic life meeting was held to implement the inspection and rectification opinions of the Provincial Party Committee’s inspection team to refine and implement the rectification tasks. Conducted anti-corruption talks to remind 43 people to guide cadres to perform their duties honestly.

(3) Solidly promote organizational building. The first is to do a good job in the branch general elections, complete the general elections of five party branches, and select and allocate strong branch work forces. To carry out the goal of reaching the standard and creating stars, one advanced branch and three up-to-standard branches are recommended. The second is to strengthen the application management of “Party Building e-Home”. 5 party branches and 92 party members were all included in the platform, with an information completeness rate of 99.34%. 19 people were transferred to the organization, 1 person was recruited as a party member online, 11 people were registered for personal travel abroad, and 74 people paid party dues online. Strict party dues collection standards, collect party dues of xx yuan throughout the year, and ensure that all receivables are collected.

(4) Continue to promote changes in style. The first is to promote the change of customs. Signed 211 commitment letters to change customs and guide party members to take the lead in resisting bad habits;

Carry out self-examination and self-correction of feudal superstitions to ensure full coverage of all office premises and cadre inspections. The second is to rectify formalism and bureaucracy. Self-examination found 6 problems and promoted rectification one by one. The third is to handle 99 provincial governor mailboxes, 736 12345 hotline cases, 587 district governor mailbox cases, and 633 municipal public security platform cases to help the masses solve their problems. The fourth is to strengthen the construction of spiritual civilization. Carry out the activity of "Party members enter villages and serve thousands of families", organize party members to report to two connecting villages, and close the contact between the party and the masses. We actively carried out assistance to those in need and visited 6 households in need, receiving a condolence payment of RMB 19,000. Organize party members to pay respects to the Duishan Martyrs Cemetery to inspire patriotic sentiments.

(5) Strengthen supervision and accountability for discipline enforcement. The first is to intensify supervision. An inspection team was set up to pay close attention to important holidays and conduct 12 supervision and inspections on the "four styles" issue, forming a high-pressure situation of improving work style and tightening discipline. The second is to promote the “four key” supervision and inspections. We carried out 18 inspections on the implementation of intra-party systems, weak links in the construction of party style and clean government, administrative law enforcement, financial infrastructure and administrative approval and other key positions of integrity risk points, and found 15 problems, which were promptly rectified to plug the loopholes. The third is to implement the verification and handling of complaints and reports. A total of 4 people were consulted by letter and interviewed, and 6 responsible leaders were interviewed, making discipline truly a live "high-voltage line".

2. Existing problems

This year, individuals have continuously consolidated their main responsibilities, adopted a series of new measures, and achieved certain results in implementing comprehensive and strict governance of the party.

But problems still exist:

(1) The party’s political construction. Generally speaking, individuals can firmly establish the "four consciousnesses" and resolutely implement the "two maintenances", but there are still some problems, mainly reflected in the implementation of the main responsibility list. This year is the first year that our bureau promotes the main responsibility documentary platform. Due to reasons such as lack of experience and insufficient understanding, firstly, the formulation of the responsibility list is not realistic enough. It is not enough to combine the actual work of the bureau and the grassroots in formulating the list items. There are cases where the entered items simply copy the municipal bureau template. Second, the implementation of the main responsibility list lags behind. Throughout the year, the implementation of the responsibility list was slow and the quality of implementation of some projects was not good.

(2) Party organization building. This is mainly reflected in grassroots party building. First, the records of the “three meetings and one lesson” of grassroots party branches are not yet complete. The strength of party building work is relatively weak. Individual branches are often managed by non-staff personnel, and there is an obvious absence of regular cadres. Second, the application of “Party Building e-Home” is not sufficient. Due to insufficient attention, insufficient supervision and busy work, many cadres, especially leading cadres, have fewer points and often miss signing in, speaking and studying at online meetings. In addition, the Party Working Committee of the district-level agency also reported that some party members’ speeches at online meetings were short and broad, shouting empty slogans, and had similar problems.

(3) The construction of the party’s style of work. First, the rectification of Wenshanhuihai was not thorough enough. Especially in terms of document issuance control, the number of documents issued by our bureau has increased significantly this year. Judging from the content, most of them are special rectification documents conveyed to superiors, and some can be issued or not. Due to the needs of year-end inspections and work traces, documents are still issued, which reflects the tendency of work to cope with inspection traces. Second, efficiency construction needs to be strengthened. During the self-examination of our bureau this year, problems such as inaccurate personnel direction signs and late answering of duty calls were discovered.

(4) Party discipline construction. In recent years, I have attached great importance to discipline issues and held all-cadre meetings every quarter to emphasize discipline. However, there are still some loopholes and risks in the implementation of discipline. First, the enforcement of mass discipline is not yet in place. When handling complaints and reports from professional whistleblowers, individual cadres used simple and crude working methods, which triggered a backlash from professional whistleblowers and reported them to the disciplinary inspection department, causing adverse effects. Second, integrity and discipline need to be strengthened. Individual cadres do not have a sufficient ideological understanding of the anti-corruption struggle. They may think that accepting small, worthless gifts from colleagues and close friends is a courtesy and not a violation of regulations, so they relax their vigilance. This reflects that some cadres have insufficient understanding of the situation that disciplines will become stricter in the future, and there is still a fluke mentality in the implementation of disciplines.

(5) Risk prevention and control system construction. First, the risk of regulatory failure is still very high. The implementation of daily supervision, especially food and drug supervision, is not adequate, and there are still certain dead ends and blind spots. For some problematic enterprises that have been ordered to rectify or file cases for punishment, the follow-up supervision of rectification is not in place, and the risk of hidden dangers is still high. Second, the management of non-staff personnel has not kept pace. There are institutional deficiencies in the supervision of non-employed personnel engaged in business activities outside of work, and supervision needs to be strengthened;

In-service cadres face complicated tasks and excessively delegate power to auxiliary personnel, who are only responsible for signing documents and materials. Lack of supervision and management of the regulatory service process often occurs, and the risk of accountability for problems is high.

3. Next step of work

In response to the above problems, I will take effective measures based on my job responsibilities to rectify the problems. In the next step, I will focus on the following tasks:

(1) Leading the party building. Carry out study activities conscientiously, thoroughly study and implement the spirit of the 19th National Congress of the Communist Party of China, and carry out at least 4 study, discussion and lectures on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Strictly urge all party branches to implement the "three meetings and one lesson" and other systems, and carry out monthly inspection and reporting on the "Party Building e-Home" platform to promote the implementation of party building work.

(2) Grasp the implementation of responsibilities. Carefully summarize the experience in using the documentary platform for comprehensively and strictly governing the party's main responsibilities, and use the formulation and implementation of the main responsibility list as a starting point to further strengthen the awareness of responsibility and refine the main responsibilities. At the same time, we will explore extending the documentary platform to four grassroots party branches, promote the extension of comprehensive and strict party governance responsibilities to the grassroots, and urge grassroots party branches to effectively fulfill their responsibilities.

(3) Discipline supervision.

Strengthen the supervision and management of cadres, regularly conduct heart-to-heart conversations with grassroots and ordinary cadres and workers, and achieve a 100% conversation rate with those who should be interviewed. Regarding the implementation of efficiency systems such as integrity discipline and complaints and reports, service windows, and commuting, we will conduct overt and covert inspections at least once every quarter to continuously search for clues to "four styles" issues and efficiency issues. Make full use of the "four forms", focus on early and small prevention, timely interviews, letters, and admonitions to correct deviations.

(4) Pay attention to the change of style. We will intensify the review and inspection of documents and conferences, strictly control the number of documents and meetings, and ensure that the number of documents and meetings is stable but declining. Improve the work trace management model, and actively use grid, information construction and other means to improve the ability of scientific decision-making and the efficiency of communication and deployment. Explore a comprehensive assessment work model, integrate various assessment items, and simplify and compress the number of assessment and supervision.

(5) Focus on system construction. Accelerate the application of the grid-based supervision risk prevention and control system, and promote the three-color risk warning system of red, yellow and blue cards to take root in the grassroots grid next year. Investigate integrity and duty performance risk points, and update the "Integrity Risk Management List" in a timely manner. Supervise all units to carry out self-examination and self-correction of internal risk hazards, sort out the integrity risk points of staff and non-staff, and fill risk loopholes in a timely manner.
