Provisions on the management of water conservancy science and technology archives
Article 2 The archives of water conservancy science and technology mentioned in these Provisions refer to the historical records of various forms and carriers with preservation value formed in the process of water conservancy science and technology activities, and are the documents and materials of water conservancy science and technology that should be archived and preserved.
Third water conservancy science and technology archives management follow the principle of unified leadership and hierarchical management. Under the unified leadership of the Ministry of Water Resources, the archives of water conservancy science and technology are managed at different levels by the archives business institutions of water administrative departments at all levels and their subordinate units (hereinafter referred to as units) to ensure their completeness, accuracy, system, safety and effective utilization.
Article 4 All units shall earnestly fulfill the legal responsibilities and obligations of archives management and protection, strengthen the leadership over archives work, establish and improve the archives work system of water conservancy science and technology, make overall arrangements for business funds, and ensure the normal development of archives work of water conservancy science and technology according to law.
Fifth these Provisions shall apply to the management of water conservancy science and technology archives of all units. Article 6 The filing scope of water conservancy scientific and technological documents and materials shall comprehensively and systematically reflect the process and results of water conservancy scientific and technological activities such as water conservancy scientific and technological research, survey planning and design, observation and analysis of basic data, engineering construction and operation and maintenance, equipment and instrument manufacturing, etc. For details, please refer to the Appendix Table of Archiving Scope and Storage Duration of Water Conservancy Science and Technology Documents and Materials.
Seventh water conservancy science and technology documents and materials that should be filed shall be produced by the department or project (subject) group undertaking the documents and materials, and shall be handed over to the archival work institution of the unit for centralized management after being collected and sorted by a designated person. No department or individual may take it for himself or refuse to file it on time.
Eighth units should conscientiously implement the relevant provisions of the state on "synchronous management" and incorporate the management of project documents into the project management procedures and the responsibilities of relevant departments and personnel. When issuing a project plan or signing a project contract or agreement, the requirements for the collection, collation and archiving of project documents and materials should be made clear at the same time; When checking the progress of the project, we should also check the collection and arrangement of relevant documents and materials of the project; When conducting project appraisal (acceptance), the filing of project documents and materials should be accepted in advance or simultaneously; When the assessment and professional title evaluation of scientific and technical personnel involve related projects, there should be proof materials that the project has completed the filing work as required.
Ninth complete, accurate and systematic archives of water conservancy science and technology is a necessary condition for project appraisal (acceptance). Departments in charge of science and technology, infrastructure and archives of all units should cooperate closely and strictly control the project appraisal (acceptance). Where the water conservancy science and technology archives inspection and acceptance of unqualified projects, shall not be carried out or through the project appraisal (acceptance), and shall not declare science and technology awards.
The archives of scientific research projects should pass the inspection and acceptance of the archives department of the unit before applying for acceptance (appraisal); The archives acceptance of key scientific research projects and capital construction projects shall be organized by the archives business department of the project acceptance organizer.
The Ministry of Water Resources should strengthen the supervision and inspection of the archives acceptance of all units. If it is found that the scientific research project that has not been examined and accepted by the archives department or the archives do not meet the requirements has won the prize or is applying for scientific research results, the science and technology department will postpone or revoke the reward for the achievements of the project according to the regulations.
Tenth filing period of water conservancy science and technology documents and materials: the filing of science and technology documents and materials reflecting basic business work such as hydrology, water resources, soil and water conservation, survey, planning and design should generally be completed in the first half of the second year of each year; The scientific and technological documents and materials produced by various professional projects should be filed within 3 months after the completion of the project implementation (for projects with a long cycle, the filing time limit can be calculated in stages or individually); The random documents of important instruments and equipment shall be filed within 1 week after installation, debugging or unpacking acceptance; Documents and materials formed by project appraisal or acceptance shall be filed within 1 month after appraisal or acceptance.
Eleventh units should be combined with the actual situation, formulate the classification scheme of water conservancy science and technology archives of the unit or system, refine the filing scope, and clarify the requirements. Archived water conservancy science and technology documents and materials should be original. For important or special water conservancy science and technology documents and materials, the number of reserved copies can be appropriately increased, and the corresponding electronic documents and materials should be synchronized according to relevant requirements.
Twelfth projects completed by several units in collaboration or cooperation, the host unit shall be responsible for the collection and archiving of important documents and materials of the project; The cooperation or collaboration unit is responsible for the collection and archiving of water conservancy science and technology documents generated by the project, and reports the staged or conclusive documents to the host unit for archiving.
Thirteenth water conservancy science and technology documents and materials shall comply with the General Requirements for the Composition of Science and Technology Archives (GB/T 1 1822-2008). When sorting out audio-visual materials such as recordings, videos and photos, the reason, time, place, people, background and author of the materials should be indicated.
Article 14 For filing electronic documents, refer to the Specification for Archiving and Management of Electronic Documents (GB/T 18894-2002) and the Requirements for CD-ROM Storage, Archiving and Archives Management of CAD Electronic Documents (GB/T17678.1-KLOC-0/999 When filing important electronic documents, corresponding paper documents should be formed and filed together.
Fifteenth water conservancy science and technology documents and materials filing, should prepare the filing documents and materials transfer directory (2 copies), by the project or the project department in charge of Shen Qian, the archives department inspection, the two sides should conscientiously perform the handover procedures. Does not meet the requirements, the archives department should not accept. Eighteenth units should establish and improve the management system of water conservancy science and technology archives warehouse, regularly check the storage status of archives, timely repair damaged or deteriorated archives, and maximize the value of archives.
Nineteenth units should establish and improve the utilization system of water conservancy science and technology archives, equipped with necessary facilities and equipment for the utilization of archives, and actively carry out the utilization and compilation of water conservancy science and technology archives.
Twentieth units should do a good job in the statistics of water conservancy science and technology archives, and conscientiously implement the system of statistics and submission of archives annual report.
Twenty-first units should actively carry out the informatization construction of water conservancy science and technology archives, ensure the synchronous development of water conservancy science and technology archives management and informatization construction of their own units, and continuously improve the modern management level of water conservancy science and technology archives.
Twenty-second units to cancel or merge, should be in accordance with the requirements of the state on the ownership and flow of archives, the original unit archives disposal; When professional and technical personnel are transferred from their posts, they should hand over the water conservancy science and technology documents and materials that should be filed or the borrowed files, and shall not keep or handle them without authorization.
Article 23 All units shall establish and improve the security system and strengthen the security management of water conservancy science and technology archives according to the requirements of the Regulations on Security Management of the Ministry of Water Resources (No.380 [2005] of the Ministry of Water Resources) and the Regulations on Science and Technology Security (Order No.20 of the State Science and Technology Commission and the State Secrecy Bureau).
Twenty-fourth units should establish and improve the identification and destruction system of water conservancy science and technology archives, identify water conservancy science and technology archives as required, put forward opinions on preservation or destruction, and report them to the unit leaders for approval before implementation. When destroying archives, it shall be supervised and sold at the place designated by the state, and the destruction list shall be signed by two supervisors. The destruction list shall be filed.
Twenty-fifth water conservancy science and technology archives storage period is divided into permanent and regular (30 years, 10 years). The principles and standards of division shall be implemented with reference to the provisions of the Table of Filing Scope and Retention Period of Water Conservancy Science and Technology Documents and Materials.
Twenty-sixth units shall, in accordance with the requirements of the transfer of water conservancy science and technology archives into the library, hand over the archives to the relevant archives. Twenty-seventh units, departments or individuals that have made remarkable achievements in the work of water conservancy science and technology archives shall be commended and rewarded by the higher authorities or their units.
Twenty-eighth in violation of the provisions of the units or individuals, the higher authorities or units should be informed criticism, rectification within a time limit; Overdue reform, according to the provisions of the relevant units or persons directly responsible for punishment. If serious consequences are caused, criminal responsibility shall be investigated according to law. Article 29 The Ministry of Water Resources has a special archives department, which, under the supervision and guidance of the national archives administration department, shall perform the following duties for the archives work of water conservancy science and technology according to law:
(a) the implementation of national archives laws and regulations, formulate and improve the water conservancy science and technology archives planning and rules and regulations;
(two) to supervise the implementation of laws and regulations on water conservancy archives;
(three) to inspect and guide the work of water conservancy science and technology archives;
(four) to organize the special acceptance of key projects (topics) files.
Thirtieth units should be combined with work responsibilities and tasks, clear the archives department and personnel, strengthen the archives management according to law, and earnestly perform the duties of archives management, so as to promote the healthy and orderly development of water conservancy science and technology archives.
Thirty-first water conservancy science and technology archives staff should have professional knowledge of archives and water conservancy, love their jobs, be loyal to their duties, and should remain relatively stable.
Thirty-second units should plan to conduct business training and continuing education for water conservancy science and technology archivists, and gradually improve the professional quality and management level of archivists. Article 33 The Ministry of Water Resources shall be responsible for the interpretation of these Provisions.
Article 34 These Provisions shall come into force as of the date of promulgation, and the Interim Provisions on the Management of Water Conservancy Science and Technology Archives and the Table of Storage Duration of Water Conservancy Science and Technology Archives (No.7 of Shuiban [1988]) issued by the former Ministry of Water Resources on September 2, 1988 shall be abolished at the same time.
