Notice of Wenshang County People's Government on Prohibiting Fireworks and Firecrackers

In order to ensure the safety of the public and the personal and property safety of residents and reduce environmental pollution, according to the Law of the People's Republic of China on Environmental Protection, the Law of the People's Republic of China on the Prevention and Control of Air Pollution, the Regulations on the Safety Management of Fireworks and Firecrackers and the Regulations on the Management of Fireworks and Firecrackers in Jining City and other laws and regulations, The relevant matters are hereby notified as follows:

1. Fireworks and firecrackers mentioned in this notice refer to fireworks, firecrackers, firecrackers, fireworks bombs, electronic cannons, etc., which are made of pyrotechnics as the main raw materials and can produce smoke and sound after being ignited.

second, the area where fireworks and firecrackers are prohibited: the area from Wenshang County to Erhuan East Road in the east, Erhuan West Road in the west, Erhuan North Road in the north and Erhuan South Road in the south.

3. Fireworks and firecrackers shall not be sold, transported, stored or set off at any time in the area where fireworks and firecrackers are prohibited.

5. If fireworks and firecrackers are set off in an area where fireworks and firecrackers are prohibited, the public security organ shall order them to stop setting off according to the second paragraph of Article 42 of the Regulations on the Safety Management of Fireworks and Firecrackers and the relevant regulations of the Regulations on the Management of Fireworks and Firecrackers in Jining City, and impose a fine of more than 2 yuan and less than 5 yuan; If it constitutes a violation of public security administration, it shall be punished according to law.

6. Units or individuals engaged in celebrations, weddings, funerals and other services in areas where fireworks are prohibited shall not provide relevant services for fireworks. In violation of the provisions, according to the "Regulations on the Administration of Fireworks and Firecrackers in Jining City", the public security organ shall order it to make corrections and impose a fine of not less than 1, yuan but not more than 5, yuan.

VII. Any unit or individual that illegally produces, manages, stores or transports fireworks and firecrackers shall be punished in accordance with relevant laws and regulations; If a crime is constituted, criminal responsibility shall be investigated according to law.

VIII. Those who refuse or obstruct the law enforcement officers of relevant functional departments to perform their official duties according to law, refuse to stop the discharge of fireworks and firecrackers, and refuse to pay fireworks and firecrackers shall be punished by the public security organs in accordance with the relevant provisions of the Law of the People's Republic of China on Public Security Administration Punishment; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated in accordance with the relevant provisions of the Criminal Law of the People's Republic of China.

IX. The broad masses of people should consciously abide by the provisions of this circular. Anyone has the right to discourage the illegal production, operation, transportation, storage, carrying and discharge of fireworks and firecrackers, or report to the public security organ; If it is verified, the whistleblower will be rewarded.
