Article 1. In order to protect and promote the learning, use and development of the Tibetan language and promote the standardization, standardization and information processing of the Tibetan language, in accordance with the Constitution of the People's Republic of China and the Constitution of the People's Republic of China, These regulations are formulated based on the relevant provisions of the "Regional Ethnic Autonomy Law of the People's Republic of China", the "Law of the People's Republic of China on the Common Spoken and Written Language" and the "Autonomy Regulations of the Haibei Tibetan Autonomous Prefecture" and taking into account the actual conditions of this prefecture. Article 2 The autonomous prefecture organs of self-government shall implement the national ethnic language policy and relevant laws and regulations, adhere to the principle of equality, voluntary self-selection, and classified guidance of the spoken and written languages ??of all ethnic groups, and ensure that all ethnic groups have the freedom to use and develop their own spoken and written languages. Article 3: The Tibetan language is one of the main languages ??used by ethnic groups exercising regional autonomy in autonomous prefectures to exercise their rights. When the self-governing organs of the autonomous prefecture perform their duties, both Tibetan and Chinese languages ??are commonly used. Article 4: The autonomous prefecture attaches great importance to and strengthens the Tibetan language work, adheres to the principle of combining popularization and improvement, inherits and carries forward the excellent historical and cultural heritage of the Tibetan people, and promotes the development of the Tibetan language cause. Article 5: Autonomous prefecture organs of self-government educate and encourage cadres and workers of all ethnic groups to learn each other’s spoken and written languages. Tibetan cadres and workers should learn Mandarin and standardized Chinese characters while learning to use their own spoken and written languages, and encourage Han and other ethnic minority cadres and workers to learn Tibetan language. Article 6 The main responsibilities of the Tibetan language work organization of the Autonomous Prefecture People's Government are:
(1) Promote and implement the national ethnic language policy, inspect and supervise the provisions of laws and regulations on ethnic languages ??and the provisions of these regulations Implementation;
(2) Responsible for the management of Tibetan language work in the autonomous prefecture, and formulate implementation plans and specific measures for the use and development of Tibetan language work in accordance with relevant laws, regulations and these regulations;

(9) Inspect and supervise Tibetan language teaching and literacy work in the autonomous prefecture. Article 7: The Tibetan Language Work Office of the People’s Government of the counties under the jurisdiction of the autonomous prefecture shall guide, manage and supervise the use of Tibetan language in the region in accordance with the law. Article 8 Autonomous prefecture autonomous organs shall strengthen the use of Tibetan language in the fields of politics, economy, education, science and technology, culture, art, health, press and publication, radio, television, sports and other fields. Article 9: The separate regulations, normative documents and publicity materials formulated by the autonomous prefecture organs shall be in both Tibetan and Chinese languages ??according to the actual situation.
Tibetan meeting materials should be provided for large-scale meetings held by autonomous prefecture autonomous organs. Article 10 The seals, house numbers, certificates, slogans, monograms, official document headers, envelopes, advertisements, etc. of local state agencies and enterprises and institutions in autonomous prefectures must use both Tibetan and Chinese languages.
If the names of main streets, road signs, boundary signs, public facilities, traffic signs and car door badges in counties and towns within the autonomous prefecture need to be written, both Tibetan and Chinese characters should be used. Trademarks, instructions for industrial products in the autonomous prefecture, and business items, product names, price lists, etc. of service industries will gradually be written in both Tibetan and Chinese based on actual needs. Article 11 Local state agencies in autonomous prefectures and enterprises and institutions within autonomous prefectures shall, in accordance with legal provisions, use both Tibetan and Chinese languages ??when recruiting state agency staff, admissions, technical assessments, promotions, and professional title assessments. Please choose one of the languages. Article 12: Minority primary and secondary schools in the autonomous prefecture with a large number of Tibetan students shall strengthen Tibetan language teaching. Ordinary primary and secondary schools and kindergartens shall, based on actual needs, offer Tibetan language courses and use nationally compiled teaching materials.
Article 13: Autonomous prefecture ethnic vocational schools strengthen the training of “bilingual” teachers across the prefecture.
The autonomous prefecture's teaching and research institutions are equipped with teaching and research personnel who are proficient in "bilingual" or "multilingual" Tibetan and Chinese. Article 14: The autonomous prefecture shall actively develop correspondence, radio and television education in Tibetan language. Article 15: Book distribution departments within autonomous prefectures shall do a good job in collecting and distributing Tibetan books, newspapers and periodicals.
The autonomous prefecture attaches great importance to the development of Tibetan-language press, publishing, radio and television, and does a good job in rebroadcasting Tibetan-language programs or setting up Tibetan-language columns.
The cultural departments and art groups in the autonomous prefecture will strengthen the creation and performance of Tibetan language programs. Article 16: Autonomous prefecture autonomous organs promote and encourage scientific and technological personnel to use Tibetan language to popularize scientific knowledge and promote practical technology.
Autonomous prefecture autonomous organs shall, in accordance with relevant regulations, carry out professional assessment, promotion and professional title evaluation of Tibetan language workers. Article 17: Interpreters shall be provided for meetings held in towns and villages in autonomous prefectures where Tibetan citizens live in concentrated communities, based on actual needs. Departments and service industries in the autonomous prefecture that have greater contact with Tibetan citizens should have staff who can speak both Tibetan and Chinese.
