What does a double ban on four mean?

According to official website, Oriental College of Beijing University of Chinese Medicine, the double ban on four is meaningless as follows:

Double prohibition: no smoking, no alcohol; Four noes: no smoking, no drinking, no fighting, no staying out overnight.

In order to consolidate the achievements of "two prohibitions" and "four noes", promote the construction of a civilized and harmonious campus, maintain a good teaching and living order in the college, and consolidate the foundation of student management in the college, combined with the actual work of students at this stage, it is decided to start from 2011September to 16 years1October.
