(4) It is necessary to standardize the activities of foreign visits, arrange them reasonably according to the overall needs of diplomatic work, strictly control the entourage of foreign visits, take transportation in strict accordance with regulations, and generally do not arrange representatives of Chinese-funded institutions, overseas Chinese and overseas students to wait at the airport to see them off.

(5) We should improve the security work, adhere to the principle of keeping in touch with the masses, and reduce traffic control. Under normal circumstances, roads shall not be closed or closed until the site is cleared.
