How to promote the demonstration and promotion of maritime "three modernizations"

In order to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China, promote the scientific development of maritime affairs, and strive to create a Chinese maritime industry that satisfies the people, we will now strengthen the "revolution, regularization, and modernization" of the national maritime system (referred to as the "three "") construction puts forward the following opinions.

The connotation of "three modernizations". Revolutionization means that the maritime team is loyal to the party, obeys orders, serves the people, and contributes to society. This is the political guarantee for the performance of maritime duties. Formalization means that the maritime affairs team has excellent quality and excellent work style, and the maritime management legal system is sound and scientific and standardized. This is an important foundation for the performance of maritime affairs duties. Modernization means well-equipped maritime equipment, advanced technology, and leading culture. This is the fundamental requirement for the performance of maritime duties. The three complement each other and form an organic and unified whole.

Main tasks: "Six major systems, six major improvements"

(1) Establish and improve the ideological and political education system and enhance the core value of maritime affairs.

1. Strengthen theoretical study. Uphold and improve the theoretical learning system, innovate theoretical learning methods and carriers, strengthen learning and education on the theoretical system of socialism with Chinese characteristics, and continuously improve the theoretical cultivation and ideological and political quality of maritime cadres and workers. Efforts should be made to carry out loyalty education, law enforcement education for the people, anti-corruption education and situation policy education, firmly establish awareness of the overall situation, awareness of worries, awareness of the masses and awareness of service, and ensure that the workforce maintains a high degree of consistency with the Party Central Committee in terms of thoughts and actions.

(2) Establish and improve the water safety supervision system and enhance maritime supervision capabilities.

4. Improve the safety supervision structure. Adapt to the development of the comprehensive transportation system, deepen the reform of the water safety supervision service guarantee system, and scientifically and rationally deploy supervision service institutions. Establish a good working pattern for maintaining water safety with unified government leadership, maritime supervision in accordance with the law, comprehensive enterprise responsibility, and extensive social participation.

5. Optimize the safety supervision mechanism. Based on the characteristics and laws of water safety supervision, we should coordinate before-event, during-event and after-event management, strengthen dynamic management and source governance, strengthen accident investigation and accountability, improve differentiated safety supervision measures, and implement comprehensive quality management of Chinese ships. Strengthen comprehensive support functions such as maritime shore-based management, water law enforcement, inspection management, and cruise rescue, implement grid-based maritime management, and achieve full coverage of maritime supervision along coasts, inland rivers, and important waters.

6. Improve the level of technical equipment. Improve the construction, configuration, operation and maintenance, and use management system of technical equipment, promote the serialization and standardization of technical equipment configuration, and standardize use management. Increase the application of information technology in maritime supervision, accelerate the pace of informatization construction, and realize the modernization of maritime supervision technology and equipment. To adapt to the needs of water safety supervision under the new situation, increase investment in infrastructure construction and accelerate the pace of modernization of maritime equipment and facilities.

7. Improve emergency response capabilities. Improve the construction of coastal and inland river supervision bases, accelerate the integration of inland river supervision and rescue, unify the allocation of ship oil spill emergency resources, improve the organization and coordination mechanism for emergency response to ship pollution and other emergencies, continue to carry out the "Blue Sea" operation in the Bohai Bay, and comprehensively improve emergency response ability.

(3) Establish and improve the maritime public service system and improve the level of maritime services.

8. Improve public service capabilities.

In accordance with the requirements of transforming functions, streamlining administration and delegating powers, we will promote the reform of the maritime administrative approval system, further clean up, adjust and decentralize administrative approval matters, and improve the regulatory measures for the cancellation and decentralization of approval matters. Change management methods, strengthen service concepts, optimize maritime service site settings and resource allocation, accelerate the construction of government affairs centers and e-government affairs, increase government information disclosure, facilitate administrative counterparts to do things, facilitate people to travel safely and conveniently, and improve the efficiency of maritime administrative services.

9. Support economic and social development. Give full play to the advantages of maritime expertise, actively promote the implementation of the national coastal and riverside regional development strategy, vigorously ensure the construction of key water-related projects, and serve the development of water-related economies. Introduce flag state comprehensive quality management and tax-free registration policies to promote the transformation and upgrading of the shipbuilding industry. In conjunction with ship energy efficiency management, we will formulate and issue supporting regulations and technical standards to support the application of clean energy in the shipping field and promote the green development of the shipping industry. Actively promote the dispatch of maritime liaison officers to my country's missions abroad to safeguard the legitimate rights and interests of Chinese ships, crews and shipping companies abroad. Strengthen the construction of maritime consultation mechanisms with neighboring countries to ensure the navigation safety of important national material transportation channels.

10. Optimize navigation support services. Coordinate the layout and management of my country's coastal navigation marks, improve the scientific and technological level of navigation mark management, strengthen the construction of digital navigation marks, promote the informatization of navigation mark management, study and establish a comprehensive navigation service platform, and improve the comprehensive management level of navigation marks and navigation service capabilities. Efficiently perform surveying and mapping management responsibilities in the transportation industry, strengthen surveying and mapping and water safety communication management, and provide port channels, public trunk digital channels and data collection and navigation book and information services with electronic charts as the core.

11. Strengthen the application of information resources. Give full play to the advantages of maritime affairs in mastering the basic information of ship crews, basic navigation environment, ship navigation dynamics, crew employment, ship cargo and other information resources, actively participate in the construction of electronic ports, and provide real-time shipping information services. Expand the application of maritime survey data and provide comprehensive navigation information services. 13. Strengthen management innovation. Innovate the maritime supervision model, realize the transformation from vigilant management and control to risk-based prevention and control, and realize the transformation from focusing on management to paying equal attention to management and services. Promote integrity management of management service objects. Develop and improve the water safety assessment and evaluation indicator system. Establish a maritime contract performance mechanism, improve the contract performance system, and meet the mandatory audit requirements of the International Maritime Organization. Deepen international exchanges and cooperation in maritime affairs and enhance China's maritime international image. Promote the implementation of maritime system target management and establish and improve a quantitative assessment indicator system.

14. Strengthen institutional and mechanism innovation. Deepen the reform and innovation of institutional mechanisms, strengthen the vertical management system of the directly affiliated maritime system, and rationalize the local maritime management system. Integrate water safety supervision service resources, establish and improve relevant coordination mechanisms, and improve supervision service efficiency. Accelerate the improvement of systems such as navigation support, logistics services, and comprehensive maritime support, and gradually establish a working operation mechanism with standardized management, coordinated operations, intensive efficiency, and powerful support. ? 15. 21. Standardize organizational establishment management. Implement the international maritime senior official training program and select business backbones to serve, exchange and study in international organizations, foreign maritime institutions and international maritime academies.

25. Improve the job grade marking system. Improve the job hierarchy system that reflects the characteristics of maritime work, adapts to the needs of maritime management, and conforms to the actual situation of the maritime team. Improve the management methods for maritime job grade markings, promote the formalization of the maritime job grade marking system, and explore the establishment of incentive mechanisms that match the maritime job grade markings.
