In view of the current severe situation of epidemic prevention and control, in order to effectively consolidate the epidemic situation in the logistics and freight links The epidemic prevention and control network strictly prevents the epidemic from being imported into our city through freight drivers and passengers. We are now consolidating the epidemic prevention and control responsibilities of various market entities and strengthening the management of logistics goods and their drivers and passengers in key epidemic-related areas. The following announcements are made:

1. Fulfill the main responsibilities and report all purchases.

All market entities in the city are the first person responsible for epidemic prevention and control in their units or workplaces. They must effectively fulfill their responsibilities and purchase goods from epidemic risk areas in accordance with the principle of "whoever purchases, who is responsible" , all purchases must be reported, and information such as cargo categories, sources, routes, license plates, drivers and passengers, and contact information should be reported to the town and economic development zone at least 24 hours in advance, and cooperation should be carried out in point-to-point closed-loop management of drivers and passengers and centralized supervision of goods. Or transfer, nucleic acid testing and other prevention and control work, among which the purchase of cold chain food should be declared through the WeChat mini program "Quanzhou Food Safety Traceability Management Platform" more than 24 hours in advance.

2. Strengthen law enforcement inspections and impose strict accountability.

The competent departments of market supervision, commerce, health, industry and information technology, transportation, and public security, as well as local towns and economic development zones, must comprehensively strengthen the supervision and law enforcement of various market entities, and strictly control purchases from key epidemic-related areas. If the goods fail to be declared independently in advance and cooperate with the implementation of relevant prevention and control measures, they will be seriously investigated in accordance with the law and regulations; if they cause the spread of the epidemic and constitute an illegal crime, they will be investigated for criminal responsibility in accordance with the law.

3. Take the initiative to accept supervision and receive rewards for reporting.

Everyone is responsible for epidemic prevention and control. Citizens and friends are requested to actively participate in supervision. If you find clues such as undeclared goods and their drivers and passengers from key epidemic-related areas, please report them to the city, town, or economic department in a timely manner. The development zone epidemic prevention and control headquarters reported the report. If verified to be true, the first reporting clue will be rewarded 10,000 yuan. The bonus will be notified to the whistleblower by phone from the prevention and control headquarters of each town and economic development zone within 10 working days after verification.

This notice shall come into effect on the date of issuance.
