Chapter 1 General Provisions Article 1 These measures are formulated in accordance with the "Regulations on the Management of Urban City Appearance and Environmental Sanitation" of the State Council and in combination with the actual situation of the province. Article 2 All units and individuals in the cities of this province must abide by the "Urban City Appearance and Environmental Sanitation Management Regulations" and these Measures. Article 3 The urban construction administrative department of the Provincial People's Government is responsible for the management of city appearance and environmental sanitation in the province.

The city appearance and environmental sanitation administrative department of the urban people's government is responsible for managing the city's city appearance and environmental sanitation work within its administrative region. Article 4 The urban people's government shall strengthen the publicity of scientific knowledge on urban appearance and environmental sanitation, strive to improve citizens' awareness of environmental sanitation, and develop good hygiene habits. Article 5 The urban people's government shall incorporate urban appearance and environmental sanitation undertakings into the city's overall planning, national economic and social development plans, and organize their implementation. Article 6: The funds required for urban appearance and environmental sanitation shall be included in the fiscal budget of the corresponding level by the urban people's government. Article 7 The urban people's government shall strengthen scientific research on urban appearance and environmental sanitation, promote advanced technologies such as the harmless treatment of garbage and feces, and reward units and individuals that have made outstanding achievements in urban appearance and environmental sanitation work. Chapter 2 Urban Appearance Management Article 8 Buildings and facilities in the city should comply with the urban appearance standards stipulated by the state.

On the main streets of the city and the balconies and windows of the buildings facing the streets, items that may hinder the appearance of the city are not allowed to be stacked or hung. Article 9 The installation of outdoor advertisements, placards, galleries, showcases, etc. in cities should be healthy in content and beautiful in appearance, and their users or managers should regularly maintain, paint or dismantle them.

The installation of large-scale outdoor advertisements must be approved by the city's administrative department for city appearance and environmental sanitation, and then go through the approval procedures in accordance with the relevant regulations on outdoor advertising management. Article 10 Without the approval of the city's city appearance and environmental sanitation, public security, urban construction and other relevant administrative departments, no unit or individual may occupy urban roads and sidewalks to set up stalls or park various vehicles. Article 11 Construction sites of engineering facilities in urban areas must do the following:

(1) Operate within the approved land area; (2) Clear and transport debris, Remove sewage;

(3) Machinery and materials should be placed neatly;

(4) Fences should be set up facing the street;

(5) The shutdown site should be tidied up in a timely manner And provide necessary coverage;

(6) After completion, temporary buildings and construction facilities should be dismantled, and the site should be cleaned and leveled. Article 12: All units and individuals are not allowed to write or engrave on urban buildings, facilities and trees.

The setting of slogans and banners should comply with the requirements of urban appearance standards, and they should be removed promptly when expired. No publicity materials, etc. shall be hung or posted without the approval of the city's administrative department for city appearance and environmental sanitation. Chapter 3 Urban Environmental Sanitation Management Article 13 The administrative department of urban appearance and environmental sanitation shall, in accordance with the requirements of urban planning, uniformly organize the planning, construction and management of environmental sanitation facilities. Article 14 The urban people's government shall vigorously promote the bagging of urban domestic garbage and implement garbage classification collection, transportation and processing. Article 15 When the urban people's government develops new urban areas or renovates old cities, it shall make plans in accordance with urban environmental sanitation facilities and build environmental sanitation facilities such as cleaning, collection, transportation and treatment of domestic waste. The required funds shall be Included in the overall budget estimate for development and renovation projects.

Environmental sanitation facilities should be designed, constructed and delivered for use at the same time as the main project. Article 16 The urban people's government should attach great importance to the construction of public toilets and gradually replace dry-type public toilets with flush-type public toilets. The administrative department in charge of city appearance and environmental sanitation shall assign professionals or entrust relevant units and individuals to be responsible for the cleaning and management of public toilets; relevant units and individuals may also contract for the cleaning and management of public toilets.

For public toilets that meet the national design standards of Category III or above, managers can charge appropriate fees as long as they are kept clean and sanitary, free of flies, odorless, maggot-free, and free of urinary alkali. Article 17 All units and individuals are not allowed to occupy, damage or dismantle or relocate environmental sanitation facilities without authorization; if they must be demolished or relocated due to construction needs, the construction unit must submit a demolition plan in advance to the local city's city appearance and environmental sanitation administrative department for approval. They will be responsible for reconstruction based on the principle of building first and then demolishing; or they will be compensated according to the cost of environmental sanitation facilities, and the city appearance and environmental sanitation administrative department will arrange reconstruction.

Article 18: Environmental sanitation work such as urban cleaning and domestic waste collection, transportation, and treatment shall be subject to unified management, division of labor, departmental collaboration, and individual responsibilities. Article 19: The administrative department of urban appearance and environmental sanitation is responsible for the supervision and management of urban environmental sanitation work. The cleaning time of urban roads and the time, place and method of dumping garbage and feces shall be stipulated by the local city's city appearance and environmental sanitation administrative department. Article 20: Environmental sanitation professional units are responsible for the environmental sanitation of the main streets, squares, municipal facilities and public waters of cities established according to the national administrative system.

Environmental sanitation professional teams should clear and transport garbage and feces according to the prescribed time, so that they can be cleaned every day, and gradually achieve harmless treatment and comprehensive utilization of garbage and feces. Article 21: In residential areas, streets and alleys, the sub-district office or residents’ committee shall be responsible for organizing dedicated personnel to clean and clean the areas.
