Spring blossoms, it is the period when opium poppy, marijuana and other drug plants blossom and bear fruit. In the process of drug manufacturing, many factories provide raw materials for drug production. These plants are called "drug plants", so friends should pay attention to cherish life and stay away from drugs, starting with prohibiting the cultivation of drug plants.

Cannabis, opium poppy and coca are also called the three major drug plants. Large or long-term use will cause nervous system disorder, damage memory and behavior, and affect the immune system.

In order to maintain social stability and harmony and improve residents' sense of happiness, acquisition and security, Dalian Sub-district has introduced the following measures:

First, consciously establish a sense of ownership, and earnestly enhance the sense of social responsibility of "it is everyone's responsibility to ban planting and shovel drugs and create a drug-free community." Starting from me, starting from my family, I will not plant, buy, sell or eat the original plants of drugs, actively participate in the prohibition of planting and shoveling drugs, report illegal planting, and be a propagandist, supervisor, combatant and love messenger of drug prevention publicity and education.

Second, strive to build an ideological defense line against drugs. Improve the ability to identify, refuse and prevent drugs, build a defense line, build a love bridge, care for your family and friends, and actively advise and remind others to cherish life and refuse drugs.

Third, strengthen legal awareness and resolutely say "no" to the illegal cultivation of opium poppy and other drug plants. Tobacco seedlings are not vegetables, so it is illegal to plant one. Anyone who is found illegally planting opium poppy, marijuana and other drug plants will be forcibly eradicated. According to Article 71 of the Law on Public Security Administration Punishment, anyone who commits one of the following acts shall be detained for more than 10 days and less than 15 days, and may be fined less than 3,000 yuan; If the circumstances are relatively minor, they shall be detained for not more than five days or fined not more than five hundred yuan:

(1) Illegally planting less than 500 opium poppies or a small amount of other drugs;

(2) illegally buying, selling, transporting, carrying or holding a small amount of seeds or seedlings of original plants of drugs such as opium poppy that have not been inactivated;

(3) illegally transporting, trading, storing or using a small amount of poppy shells.

According to the provisions of Article 351 of the Criminal Law, illegal cultivation of opium poppy, marijuana and other original drug plants shall be forcibly eradicated. Under any of the following circumstances, he shall be sentenced to fixed-term imprisonment of not more than five years, criminal detention or public surveillance, and shall also be fined:

(1) Planting more than 500 opium poppies and less than 3,000 opium poppies, or planting a large number of other narcotic plants;

(two) planted by the public security organs;

(3) Resist eradication. Whoever illegally grows more than 3,000 opium poppies or other narcotic plants shall be sentenced to fixed-term imprisonment of not less than five years and shall also be fined or confiscated.

4. Anyone who voluntarily surrenders illegally held seeds of opium poppy, marijuana and other original plants of drugs or voluntarily eradicates the sown seeds of opium poppy, marijuana and other original plants of drugs may be given a lighter, mitigated or exempted punishment according to law.

Five, to actively expose, assist in the collection of poppy, marijuana and other drug plants, report the illegal cultivation of poppy, marijuana and other drug plants, will be rewarded according to the relevant measures.
