Criteria for selection of National Model Workers’ Homes

The selection and application work is based on the All-China Federation of Trade Unions’ “Opinions on In-depth Development of Employee Home Activities under the New Situation” (Zonggongfa [2003] No. 18) as the basic conditions, combined with the ACFTU’s recent achievements The documents issued and various activities carried out highlighted the implementation of the "Enterprise Trade Union Work Regulations" and the "Decision on Further Strengthening the Work of Grassroots Trade Unions"; the status of migrant workers and dispatched workers joining trade union organizations; "Being a good main force" The military, the 11th Five-Year Plan, and the pursuit of a well-off society in harmony”, striving to create the “Worker Pioneer”, “creating a learning organization and striving to become knowledge-based workers”, “creating an enterprise with harmonious labor relations”, and carrying out activities such as the “Ankang Cup” competition situation; the construction of mechanisms for safeguarding the legitimate rights and interests of employees such as labor contracts, workers’ congresses, equal consultation and signing of collective contracts; the situation of mediating labor disputes, maintaining the stability of the workforce, and establishing harmonious labor relations; innovating the work of grassroots trade unions and strengthening the construction of grassroots trade unions themselves, Carry out in-depth efforts to build employee homes, enhance the vitality of grassroots trade unions, organize democratic reviews and standardize construction of trade unions; safeguard the legitimate rights and interests of migrant workers, do good things, do practical things, and solve problems for employees, especially those in need. Grassroots trade unions and individuals whose achievements in the above-mentioned work are not outstanding, whose effects are not obvious, whose systems are not sound, or who have serious violations of regulations, disciplines and safety production liability accidents cannot be recommended for the honorary title. If the "Enterprise Trade Union Work Regulations" are not implemented, units with a union membership rate of migrant workers and dispatched workers that do not reach more than 80% cannot apply for a national model employee home.

Grassroots trade unions must apply for the National Model Employee Home and the National Model Employee Family on the basis of obtaining the provincial and ministerial level model employee homes and provincial and ministerial level model employee homes. For unions of very large enterprise groups to apply for the National Model Employee Home, more than 60% of their secondary units must be awarded the title of Model Employee Home at or above the provincial or ministerial level before they can apply. Non-public enterprise trade unions that have won the title of provincial-level advanced unit of "Double Love and Double Evaluation" and meet the conditions of National Model Employee Home and National Model Employee Family can apply for National Model Employee Home and National Model Employee Family. The number of non-public enterprise trade unions applying for National Model Employee Homes and National Model Employee Homes shall not be less than 20% of the allocated quota.

National Model Workers’ Homes and National Model Workers’ Homes recognized since the 10th National Congress of Trade Unions of China will continue to retain the honorary titles and will not participate in the selection if they meet the conditions after review and acceptance.
