Now, on behalf of the Jinhua Municipal People's Government, I will report my work to the general meeting, please review it, and invite members of the CPPCC and other non-voting participants to put forward their opinions.

1. Review of the main work

The past year was the first year for comprehensively deepening the reform, and it was a critical year for the "five water treatment" to force the transformation. It is also a year of hard work and catching up under the new normal. The municipal government fully implemented the decisions and arrangements of the provincial party committee, provincial government and municipal party committee, and worked with the people of the city to face difficulties and work hard to achieve the goals and tasks set by the fifth session of the sixth municipal people's congress. The city's regional GDP reached 320.7 billion yuan, an increase of 8.3%; the general public budget revenue was 26.89 billion yuan, an increase of 10.9%; the per capita disposable income of urban and rural permanent residents was 39,807 yuan and 18,544 yuan, an increase of 9.4% and 11.3% respectively. %; the above-mentioned growth rates are among the highest in the province, maintaining a good catching-up momentum.

(1) Economic development is stable and improving. Facing the downward pressure on the economy, we have made every effort to implement the "combination punch" of transformation and upgrading, and the quality and efficiency of economic development have steadily improved. Modern agriculture has accelerated its development. Major agricultural products such as grains, vegetables, tea, flowers and seedlings increased steadily. A new grain production functional area of ??119,000 acres was built, 3 provincial-level modern agricultural comprehensive parks and 10,000 acres of facility agriculture were added. There are 3 new leading agricultural enterprises with annual sales exceeding 100 million yuan and 21 provincial-level demonstration family farms. The ecological cycle model integrating planting and breeding is promoted, and the pace of transformation and upgrading of animal husbandry is accelerated. The provincial-level sampling inspection pass rate for agricultural product quality was 98.6%. Dongyang won the title of National Advanced Unit of Grain Production.

Improving the quality and efficiency of industrial economy. The industrial added value above designated size was 94.5 billion yuan, an increase of 7.4%, and the energy consumption per unit of industrial added value dropped by 9.5%. The service industry is developing rapidly. The added value of the tertiary industry was 155.9 billion yuan, an increase of 9.5%, accounting for 48.6% of the regional GDP, an increase of 0.9 percentage points. The information network economy is booming, with 24 network economic parks built, Peking University Information Technology Park opened, Zhejiang Normal University Network Economic Entrepreneurship Park, Telecom Cloud Computing and other major projects started construction, 15,000 new network companies were added, and e-commerce transaction volume reached 2356 100 million yuan, and the operating income of the software and information services industry was 33 billion yuan, an increase of 29.7% and 36% respectively. Dongyang hosts the World Craft Culture Festival and the China Wood Sculpture Expo.

The three major demands are powerful. Fixed asset investment of 159.5 billion yuan was completed, an increase of 16.9%. The provincial “411” major projects and provincial and municipal key projects exceeded the annual investment plan. The total import and export volume exceeded 40 billion US dollars for the first time, ranking 24th among the "Top 100 National Foreign Trade Cities". The total retail sales of consumer goods were 159.3 billion yuan and online retail sales were 94.2 billion yuan, an increase of 13.2% and 41% respectively. Zhejiang (Wu) businessmen returned more than 30 billion yuan of capital, actually utilized US$280 million in foreign capital, and introduced 14 projects with investment exceeding 1 billion yuan.

We improved fiscal and financial policies to support the development of the real economy, with new loans of 57.6 billion yuan and loan balances increasing by 11.2%. Actively prevent and resolve risks in the corporate capital chain guarantee chain, and the government's emergency working capital fund has been re-loaned to a total of 24.8 billion yuan.

(2) Breakthroughs were achieved in key reforms. "Four lists and one network" have been initially completed. The national comprehensive pilot program for the modern service industry was launched, with an investment of 5.4 billion yuan completed in the first batch of 82 projects. The pilot projects for the construction of the four major systems of the Ministry of Commerce continue to deepen. Actively participating in the integration reform of customs clearance in the Yangtze River Economic Belt, the cross-border trade e-commerce service pilot has achieved outstanding results, and the daily customs clearance volume of Jinyi's "Cross-border Tong" platform has exceeded 45,000. The pilot program for the comprehensive development and utilization of low hills and gentle slopes has achieved effective results. The application for agricultural conversion approval and the balance of land occupation and compensation have been completed. 27,000 acres of land have been leveled and 87 land supply projects have been completed. The pilot project of Yiwu National New Urbanization and Rural Reform Pilot Zone was launched.

(3) Environmental governance has achieved remarkable results. Taking the province's "Five Water Treatment" on-site meeting as an opportunity, we launched a comprehensive battle to "protect the mother river" and quickly set off an upsurge of water control for all people, water control in the entire region, and all-out water control. Construction of the city's second water plant started. Strictly manage groundwater resources and actively create a water-saving city. We will intensify efforts to protect the "big water tank" and expand the water conservation ecological functional area by 292 square kilometers. "Three changes and one demolition" has formed a trend of breaking the bamboo. We took the lead in the province in removing illegal billboards along highways, comprehensively carried out special rectification of illegal "multiple houses in one household", illegal religious sites, illegal temporary buildings in rural areas, demolished 18.19 million square meters of illegal buildings, and created towns (streets) without illegal construction. ) 70, and 1,947 villages (communities) without illegal construction. We will vigorously promote the reconstruction of shantytowns in the Erqi Block and Shimen Farm in Wucheng, intensify efforts to improve back streets and alleys, improve the policy system for village evacuation and housing construction, and promote apartment-style resettlement and community-based construction in urban village reconstruction. Renovate 8.21 million square meters of urban villages, 4.21 million square meters of old residential areas, and 3.7 million square meters of old factory areas.

Declaring war on air pollution.

The three-year action plan for gas control was implemented, and ten special actions were carried out, including vehicle management, dust reduction, coal control, and combustion bans. More than 60,000 yellow-label vehicles and old vehicles were eliminated. Dust control at construction sites and roads was strengthened. Promote urban congestion control. Intensify the "three governance" efforts in rural areas. Domestic sewage treatment was carried out in 1,802 villages, benefiting 256,000 rural households. Implement classification, recycling and reduction of rural domestic waste in 1,345 villages in 75 towns and towns. Lanxi implements a rural health fee system. Completed the Jinhua-Yiwu urban planning outline, the Jinhua-Yiwu intercity rail transit line location control plan, compiled the major infrastructure spatial integration plan for the urban agglomeration in central Zhejiang, completed 24 urban special plans and key block control planning designs, and village construction The planning coverage rate is 98.6%.

The construction of central urban areas has been further strengthened. Accelerate the construction of the Duohu Central Business District, complete the conceptual planning and urban design of the core area, Wanda Plaza is completed and opened, a number of headquarters economic projects are settled, the first phase of the Hengtangyan resettlement community is completed and the second phase is started, and the Danxi Bridge is opened to traffic. Projects such as the south extension of Dongshi Street and the east extension of Binhong Road are progressing smoothly. The construction of the Huhaitang Park and Gaoshantou Ancient Town tourism development projects has started, the Guzicheng block has been comprehensively renovated, and the infrastructure in the Jianfengshan block has been accelerated. The construction of urban and rural infrastructure has been accelerated. With the opening of the Hangzhou-Changchun High-speed Railway, it has been fully integrated into Shanghai's two-hour traffic circle, and Jinhua's development has entered the "high-speed rail era." The demolition of the Jinwen Railway Capacity Expansion and Renovation Project has been completed, and the Jintai Railway Project Proposal has been approved. The main project of Dongyong Expressway has been completed, the reconstruction and expansion project of Hangjin-Quzhou Expressway has started, and the reconstruction of National Highway 330, Pujiang Section of Provincial Highway 20, Yongkang Section of Yongpan Highway, Pan'an Section of Provincial Road 42, Yilan Highway and other projects have been accelerated. The social elderly care service system has been further improved, with 1,553 new home care centers and 3,222 institutional elderly care beds. Accelerate the development of social undertakings. 280 million yuan was invested to renovate 29 weak schools, and the proportion of standardized primary and secondary schools reached 66%. The phenomenon of emphasizing examination and approval but neglecting supervision, and focusing on law enforcement and neglecting services still exists. There is a risk of rebound in the "four winds" issue. We will face up to the problem, take effective measures, and make practical improvements.
