Kandian Manchu Autonomous County County and City Appearance Management Regulations

Article 1. In order to strengthen the management of county city appearance and create a clean, beautiful, civilized and orderly county environment, in accordance with the "Law of the People's Republic of China on Regional Ethnic Autonomy" and the "Urban City Appearance and Environment" of the State Council These regulations are formulated in accordance with the provisions of the "Health Management Regulations" and other laws and regulations, and in light of the actual conditions of the autonomous county. Article 2 Within the built-up areas of autonomous counties and counties, all units and individuals shall abide by these regulations.

The term "county built-up area" as mentioned in these regulations refers to the area within the county administrative area that has been developed and constructed and has basic municipal public facilities and public facilities. The scope of the county's built-up area shall be determined and announced by the autonomous county people's government. Article 3 The construction administrative department of the autonomous county people’s government shall be responsible for county and city appearance management.

The Urban Management Comprehensive Administrative Law Enforcement Bureau shall, in accordance with its legal authority, implement supervision and administrative penalties for violations of these regulations.

Relevant departments such as public security, industry and commerce, health, environmental protection, and transportation, as well as the Kuandian Town People's Government, shall assist in county and city appearance management in accordance with their respective responsibilities. Article 4 Newly built, expanded or renovated buildings, structures and other facilities within the county must be approved by the construction administrative department. Buildings, structures and other facilities, building facade decoration, exterior wall insulation, etc. should be combined with local natural conditions, historical and cultural characteristics, and fully consider city appearance requirements in terms of architectural shape, style, exterior wall decoration, color and landscape design. Highlight local characteristics and national characteristics, and comply with national regulations and technical requirements of autonomous county construction plans.

Promote low- and medium-rise buildings and restrict high-rise buildings.

For buildings, structures and other facilities that are damaged, dangerous or affect the city's appearance and environment, property rights units and individuals should organize the repair, renovation and demolition in a timely manner. Article 5 Public facilities such as municipal administration, post office, telecommunications, transportation, electricity, radio and television, etc. should be coordinated with the surrounding environment. Ownership units, installation units, and management and maintenance units should strengthen management, perform regular maintenance, timely repair and update, and keep facilities clean and intact. Article 6 Any new, renovated or expanded buildings and structures in the county must be constructed in accordance with the approved floor area ratio, building density and greening rate, and unauthorized changes in floor area ratio, building density and greening rate are prohibited.

During the project construction process until completion acceptance, the floor area ratio, building density, and greening rate indicators should be disclosed to the public. Article 7: During the construction of the new urban area of ??the county, various pipeline projects such as water supply, drainage, power supply, communications, and cable TV should be laid underground; the overhead line facilities in the old urban area should gradually be replaced by underground laying. Article 8 The construction, maintenance and renovation of county roads and related pipeline and network supporting projects should be carried out and completed simultaneously. County roads, squares, green spaces, parking lots, flood control embankments and other public places and facilities should be kept clean and intact, and any damage should be repaired in time.

No unit or individual may excavate or occupy land for roads, squares, flood embankments, parking lots, green spaces and their water supply, drainage, power supply, communications and other ancillary facilities without authorization. If excavation or temporary occupation is really necessary, it must be submitted for approval according to prescribed procedures.

Signs and lights must be set up during construction. They must be restored to their original state within 7 days after completion, and the construction administrative department shall organize the relevant units to conduct a joint acceptance inspection. Article 9 If a residential building is converted into a commercial building and it is necessary to remove doors, windows, and decorate the facade, a written application and modification drawings must be submitted to the autonomous county construction administrative department in advance, and after review and approval, the approval procedures must be handled by the relevant departments. Article 10 The installation of outdoor facilities such as plaques, advertisements, light boxes, flags, publicity boards, slogans, galleries, showcases, neon lights, road signs, etc. shall comply with planning standards and ensure that they are neat, tidy, beautiful, healthy in content, standardized in writing, safe and secure.

Owners and users of outdoor facilities are responsible for the maintenance and safety inspection of the facilities. If the patterns, text, and lights are incomplete or are stained, corroded, or obsolete, they should be cleaned, repaired, and replaced in time; Facilities that pose safety risks and have lost their use value should be repaired or dismantled in a timely manner.

Outdoor advertisements occupying public space must be approved by the autonomous county construction administrative department and set up according to the prescribed location, specifications, and time. The functions of advertising facilities must not be changed without authorization. Article 11: Units and individuals that discharge domestic waste and entrust professional environmental sanitation units to clean, collect, transport, and process garbage and other wastes shall pay garbage disposal fees.

Article 12 If construction waste generated from newly built, renovated, expanded, repaired or decorated buildings needs to be transported and discharged, the construction waste discharge procedures should be handled by the autonomous county construction administrative department and a commitment to environmental sanitation management at the construction site should be signed. and remove construction waste as promised.

The road surface at the entrance and exit of the construction site should be hardened or washed to prevent mud from wheels from contaminating county roads. Article 13: Business operators in the catering and bathing industries on both sides of the main streets in the county and in residential areas must have water supply and drainage facilities, flush toilets, residual oil collection devices, and special flues.

Standardized flush public toilets and other environmental sanitation facilities should be built on both sides of the main streets in the county and in places where people gather. Article 14 Units and individuals in the county should clear the snow in a timely manner according to the snow clearing responsibility area designated by the autonomous county people's government and transport it to the designated storage site.
