(5) Robbery, stealing cars, boats and other means of transportation to escape by smuggling;
(6) Assaulting and beating border guards and intercepting people fleeing illegally; (7) Retaliating and framing anti-smuggling activists and their families;
(8) Making, reselling, or providing other means of transportation for fugitives;
(9) Organizing and planning attacks on shelters, intercepting, and hijacking detained fugitives;
(10) ) State functionaries who take advantage of their powers to accept bribes, support and cover people to smuggle out of the country;
(11) To smuggle out of the country carrying confidential documents and guns;
(12) to Those who smuggle out of China for counter-revolutionary purposes.
Article 6 Anyone who commits any of the following acts shall be subject to reeducation through labor, forced labor or administrative detention depending on the circumstances:
(1) Those who escape illegally and refuse to change despite repeated education;
(2) Those who alter their documents and flee illegally;
(3) Those who refuse to listen to dissuasion and forcibly flee by car or boat;
(4) Attack Border security, forcibly fleeing across the border;
(5) Resisting admission or repatriation, making unreasonable troubles, disrupting the order of the reception area;
