(2) Creating rumors or using feudal superstition to instigate people to smuggle in and flee, with serious consequences;

(3) Engaging in leading and transporting others to smuggle in and flee, or forging border defense documents;

( 4) Fleeing in a car or boat, damaging state property or destroying transportation facilities, endangering traffic safety;

(5) Robbery, stealing cars, boats and other means of transportation to escape by smuggling;

(6) Assaulting and beating border guards and intercepting people fleeing illegally; (7) Retaliating and framing anti-smuggling activists and their families;

(8) Making, reselling, or providing other means of transportation for fugitives;

(9) Organizing and planning attacks on shelters, intercepting, and hijacking detained fugitives;

(10) ) State functionaries who take advantage of their powers to accept bribes, support and cover people to smuggle out of the country;

(11) To smuggle out of the country carrying confidential documents and guns;

(12) to Those who smuggle out of China for counter-revolutionary purposes.

Article 6 Anyone who commits any of the following acts shall be subject to reeducation through labor, forced labor or administrative detention depending on the circumstances:

(1) Those who escape illegally and refuse to change despite repeated education;

(2) Those who alter their documents and flee illegally;

(3) Those who refuse to listen to dissuasion and forcibly flee by car or boat;

(4) Attack Border security, forcibly fleeing across the border;

(5) Resisting admission or repatriation, making unreasonable troubles, disrupting the order of the reception area;

(6) Harboring people who have smuggled out of the country, and the circumstances are serious;< /p>

(7) Committing one of the paragraphs listed in Article 5, the circumstances being relatively minor.

Article 7 Anyone who, for the purpose of profit, leads, transports, or harbors smugglers, manufactures, or resells smuggling tools, or forges or resells border defense documents shall be confiscated in accordance with the law, and may also be fined as appropriate.

The funds raised by gangs to smuggle away, as well as the smuggling tools, weapons and contraband carried by the escapees should be confiscated.

Anyone who steals vehicles, boats or other means of transportation and escapes illegally, or who damages the property of the country, the collective or others due to illegal escape, must compensate for the losses.

Article 8 The application of forced labor, administrative detention, confiscation of illegal property, and orders to compensate for economic losses must be approved by the public security organs at or above the county level. Those sent to reeducation through labor shall be handled in accordance with the "Supplementary Provisions on Reeducation through Labor" of the State Council. If criminal liability is investigated in accordance with the law, legal procedures shall be followed.
