What is the management of house expropriation on state-owned land?

The house expropriation management system on state-owned land refers to the organic whole composed of the house expropriation subject, the house expropriation department and their management responsibilities, management procedures, and mutual relationships. The division of labor for house expropriation management stipulated in the "House Expropriation Regulations" is as follows:

(1) House expropriation subject. The main body of house expropriation is the people's government at the city and county levels. Municipal and county-level people's governments are responsible for house expropriation and compensation within their respective administrative regions.

(2) Housing expropriation department. The house expropriation department is the house expropriation department determined by the people's government at the municipal and county levels (hereinafter referred to as the house expropriation department). The house expropriation department organizes and implements the house expropriation and compensation work in the administrative region. Relevant departments of the people's governments at the municipal and county levels shall cooperate with each other according to the corresponding division of responsibilities to ensure the smooth progress of house expropriation and compensation work.

(3) House expropriation implementation unit. The house expropriation department may entrust the house expropriation implementation unit to undertake the specific work of house expropriation and compensation, and shall be responsible for supervising the house expropriation and compensation behaviors implemented within the scope of entrustment, and bear legal responsibility for the consequences of its actions. The housing expropriation implementation unit shall not be for profit.

(4) Supervision and guidance department for housing expropriation. People's governments at higher levels should strengthen supervision over the housing expropriation and compensation work of people's governments at lower levels. The housing and urban-rural development department of the State Council and the housing and urban-rural development department of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall work with the relevant departments of finance, land and resources, development and reform at the same level to strengthen guidance on the implementation of house expropriation and compensation. Any organization or individual has the right to report any violation of the "House Expropriation Regulations" to the relevant people's government, the housing expropriation department and other relevant departments. The relevant people's governments, housing expropriation departments and other relevant departments that receive the report shall verify and handle the report in a timely manner. Supervisory agencies should strengthen the supervision of government and relevant departments or units involved in house expropriation and compensation and their staff.
