Core consciousness. Take the lead in implementing the party's political discipline, consciously safeguard the authority of the party organization, implement work rules, prohibit orders and smooth government orders. Consciously abide by party constitution, adhere to principles, maintain social stability, coordinate the core positions of all parties, and ensure that the decision-making arrangements of party organizations are unimpeded and fully reflected and implemented in their work.

Sense of purpose. Adhere to the party's basic political views and the party's basic work line, trust the masses, serve the masses, and learn from them. Learn and respect the initiative of the masses, correctly understand the spiritual connotation of "coming from the masses and going to the masses", and adhere to the sense of responsibility of serving the overall situation and relying on the masses. Connecting with the reality of tax work, we should correctly grasp the views of the masses, implement the mass line, go deep into the grassroots and the masses, listen to the thoughts of grassroots cadres and the masses, effectively solve the problem of tax demands, strengthen tax service measures, enhance the transparency of being pragmatic and honest, and fully win the understanding and support of the broad masses of the people and taxpayers for tax work.

Innovative consciousness. Innovation is an idea that must keep pace with the times and lead the trend; Innovation is a kind of ability, which is the quality and ability that should be possessed as the backbone and advanced element of society; Innovation is a responsibility and an unshirkable responsibility of the times to lead social progress. Therefore, through continuous innovation, we can play the vanguard and exemplary role of party member and practice the effectiveness of the Party's mass line education practice with innovative achievements.

Sense of responsibility. Earnestly improve the understanding of the importance and necessity of carrying out the Party's mass line education practice activities, recognize the responsibility of party member cadres themselves in promoting social and economic development, base themselves on their duties, fulfill their duties, be honest in politics, actively participate in the Party's mass line education practice activities, and contribute to the tax work under the new situation and accelerate the economic and social development of Haixi.

(B) to carry out the party's mass line education practice as an opportunity to focus on solving the "three problems" among cadres in party member.

The first is to strengthen party spirit. An important manifestation of Party spirit is that party member should have a sense of honor and responsibility. At present, the actual situation is that a few party member have a weak sense of honor and responsibility. They don't feel honored because they are party member, but feel a great responsibility, which may even have some negative effects. How to arouse party member's sense of honor and responsibility? This is an outstanding problem that needs to be solved urgently at present, and it is also a problem that needs long-term continuous research and thinking. The 18th National Congress of the Communist Party of China clearly pointed out that we are in a new stage of the new century, and the solemn mission entrusted to China by history is to realize the Chinese dream of the great rejuvenation of the Chinese nation on the road of Socialism with Chinese characteristics. Thought is the forerunner of action, and only when thinking and understanding are in place can we act consciously. If there is no ideological realm of being aggressive, high-spirited, United and hard-working, it is impossible to make great achievements. Party member cadres shoulder the historical mission and actively participate in the Chinese dream of realizing the great rejuvenation of the Chinese nation. What an honor and what a responsibility it is! This sense of honor and responsibility should be closely integrated with our current central work and various objectives and tasks, and through continuous efforts, we will truly enhance our consciousness and firmness in unremitting struggle for the cause of the party and the people from the ideological and operational aspects.

The second is to play a vanguard and exemplary role. Party member cadres set an example, fulfill their obligations and do a good job in mass work. Party member should further play a vanguard and exemplary role in these two aspects. It should be fully affirmed that the exemplary role of most of us in party member is good, but compared with the requirements of party constitution and the Party's mass line, there is still a big gap. We should earnestly carry out educational practice activities to make party member adapt to the requirements of the times and set a better example. At the same time, we should do a good job in mass work and consolidate the party's mass base. In a word, party member should play the role of "double belts" (leading and driving), be a pioneer in making love and be a model of caring for the masses.

The third is the issue of fully fulfilling obligations. Obligations and rights complement each other. Without the correct exercise of rights, there will be no full performance of obligations. While demanding party member to fulfill its obligations, Party organizations should also ensure party member to exercise its rights correctly. Judging from the reality, the party organizations are not conscious enough to protect party member's democratic rights, and often emphasize party member's obligations unilaterally, ignoring the necessary conditions for party member to exercise its rights correctly. Therefore, the basic rights granted by party constitution to party member must be respected as it should be. Through educational practice, we can expand inner-party democracy and improve the democratic quality of party member, so that party member can correctly exercise its democratic rights, and then promote party member to better fulfill its democratic obligations.

(C) to carry out the party's mass line education practice activities as a starting point, and strive to innovate the new education management mechanism in party member.

Part of party member's vanguard and exemplary role has not been brought into full play. The main reason is not to blame party member, but to find out the problems in education and management in party member. Whether party member can maintain its fine tradition depends, in the final analysis, on the effectiveness of education and management in party member. We should focus on carrying out the party's mass line education practice, conscientiously grasp and summarize the experience and shortcomings of grass-roots party organizations in recent years, and make a breakthrough in innovating the education management mechanism in party member.

Establish and improve the working mechanism of caring, serving, educating and inspiring party member. Party organizations should cherish party member, care about party member and help party member solve problems. At the same time, we should effectively carry out education in party member and use positive incentives to form an enterprising atmosphere within the Party.

Establish and improve the working mechanism for party member to fulfill its obligations. It is necessary to further improve and strengthen party member's working mechanism to fulfill its obligations through in-depth educational practice activities, so as to make party member's vanguard and exemplary role more concrete. On the other hand, it is necessary to establish a long-term mechanism for party member to do mass work, form a system of understanding, caring for, motivating and relying on the masses, and urge party member to raise its new image among the masses.

Establish and improve the working mechanism of correctly exercising democratic rights in party member. Starting from the "three firsts" within the Party (party member is the first to know, discuss and act on major issues), we will gradually explore and improve the working mechanism, so that party member's exercise of democratic rights can be guaranteed by the system.

Establish and improve the supervision mechanism. All activities of party member in fulfilling its obligations and exercising its rights must be supervised by party organizations and the masses. The establishment and perfection of supervision mechanism is an important guarantee for party member's advanced nature to be maintained for a long time.

We will continue to establish an incentive mechanism led by the pursuit of Excellence. We will continue to establish a new management mechanism for Party organizations' "Party Organization Project" and "party member Target Responsibility". First, how each party member fulfills its obligations as a party member and gives play to party member's leading role in a period of time has been refined and quantified, especially by further improving the project management standards of grass-roots party organizations and the "twinning * * * construction" measures of party branches, forming a good atmosphere of "supporting the advanced and catching up with the advanced" and consolidating the construction of grass-roots party organizations to continuously achieve new development. Second, we will continue to consolidate and improve the "party member commitment system", "party member without posts and responsibilities" and other "striving for Excellence" target measures, regularly check and assess, and use the incentive and restraint mechanism to urge and motivate each party member to better play its vanguard and exemplary role, so as to maintain the advanced nature of party member forever. Third, we should insist on strict management as a special education, and constantly increase the efforts to deal with unqualified party member. Party member, who has tendentiousness and signs of problems, but has not yet constituted a violation of discipline, should first have a warning talk. Those who refuse to mend their ways, refuse to mend their ways, and no longer have the conditions of party member, will never relent, resolutely remove the party member team, and effectively play the role of "encouraging the advanced and spurring the backward".

Promoting the Team Building in party member with Innovative Work. On the one hand, we should strive to improve the theoretical literacy and cultural connotation of the vast number of party member, so that it can maintain a leading position different from the general public in playing a vanguard and exemplary role; On the other hand, it is necessary to highlight the practical work of industries and departments and let Comrade party member shoulder the heavy burden.
