How to understand that a house is for living, not for speculation?

My understanding is that the house can be bought for self-occupation, whether it is just needed, improved or high-end enjoyment, it doesn't matter whether it is self-occupation. However, if you want to own a house other than your own, you must pay an extra price. Not to speculate, but the meaning is clear. You can't expect to get any benefits after real estate speculation. It is obviously not the style of this generation of leaders to just talk without supporting measures.
