According to the requirements of the reform in the field of engineering construction in provinces and cities, in order to do a good job in joint acceptance and improve work efficiency, our bureau has carefully studied the problems existing in the implementation of joint acceptance and optimized the joint acceptance of engineering construction projects. The relevant matters are hereby notified as follows:

I. Application materials

In order to facilitate the accurate push by the push department, the joint acceptance materials submitted online have added the Construction Project Planning Permit (excluding the attached drawings) and the Construction Permit, which are both mandatory with the Shenyang Joint Acceptance Application Form.

Second, the time limit adjustment

The time limit for joint acceptance was reduced from 15 working days to 10 working days.

Third, accurate matching.

According to the construction project planning permit, real estate projects that are not planned for "educational facilities, community public services, old-age care, garbage collection, public toilets, etc." will not be pushed to the corresponding acceptance departments for special acceptance opinions after accepting enterprise applications.

Four. Merger matters

Incorporate the construction of sponge city into the scope of project quality supervision and acceptance, and no longer solicit special acceptance opinions separately.

Fifth, classified push

(A) project classification and related departments

The implementation rules of joint acceptance are divided into commercial housing projects, non-commercial housing projects, industrial projects and urban infrastructure projects.

1. Commercial housing project

It involves urban and rural construction, natural resources, water affairs, civil air defense, civil affairs, education, urban comprehensive management departments and water supply, power supply and gas supply service guarantee units.

2. Non-commodity housing projects

It involves urban and rural construction, natural resources, water affairs, civil air defense departments and water supply, power supply and gas supply service guarantee units.

3. Industrial projects

It involves urban and rural construction, natural resources, water affairs, civil air defense, meteorology and water supply, electricity and gas service support units.

4. Urban infrastructure projects

It involves urban and rural construction, natural resources and water affairs.

Civil air defense projects need to increase civil air defense departments; Greening projects, sanitation and garbage disposal projects need to increase urban comprehensive management law enforcement departments; Gas engineering needs to increase gas service guarantee units; Water supply projects need to increase water supply service guarantee units, and power projects need to increase power service guarantee units.

(2) Promoting departments

1.？ Supervision and acceptance of project quality (including but not limited to: unit project, sponge city, communication network, cable TV and other ports laid to households, postal letter boxes, etc.). ), fire engineering acceptance, acceptance of engineering technical files and construction management data, confirmation of roads, street lamps, fences and gates in the park, and on-site verification of all related construction machines and tools, temporary facilities and construction waste. And push it to the municipal urban and rural construction bureau or the district and county construction bureau.

2.？ The verification and acceptance of the project planning for the final phase of the new project shall be submitted to the Municipal or District Natural Resources Bureau.

9. If Gas Pushing City Gas Co., Ltd., Power Pushing State Grid Liaoning Electric Power Co., Ltd. and Water Supply Pushing City Water Group Co., Ltd. provide business guarantee services for other units, they shall be pushed according to territorial requirements; Hot push to urban and rural construction bureau or district and county construction bureau, quality supervision department for verification.

(3) Push rules

The push department should accurately define the acceptance items and departments involved according to the project classification and planning content of the planning permit, and do not need to push those that are not involved; For the matters involved in acceptance, it is difficult to distinguish the acceptance authority of the city or district, and first push it to the relevant departments at the same level. If the reply from relevant departments at the same level does not fall within the acceptance scope of this department, it needs to be answered within 1 working day, and the pushing department will increase the acceptance department at the next higher level (or lower level) of this department.

Sixth, optimize the re-push process.

For projects that fail to pass the joint acceptance, after the rectification is completed, special acceptance push will be implemented according to the following principles:

1.？ For planning, fire protection, civil air defense, quality supervision and other professional acceptance, other professional acceptance is unqualified, only the unqualified acceptance department is pushed, and other departments do not repeat the push.

2.？ Planning, fire protection, civil air defense, quality supervision professional acceptance unqualified, need to solicit the opinions of the above professional acceptance departments again, for other professional acceptance, not repeated.

3.？ Projects that fail to pass the joint acceptance after the second push need to be reapplied by the enterprise, and the push will be carried out according to the newly applied projects.

Seven, innovative joint acceptance mode.

According to the construction progress of the project, "two-stage joint acceptance" is implemented, and the time limit for each joint acceptance is 10 working days. The pre-joint acceptance is about planning (land), fire protection, civil air defense, quality and other matters, and the post-joint acceptance is about the remaining acceptance matters stipulated in the Detailed Rules for the Implementation of Joint Acceptance of Construction Projects in Shenyang (Trial). Enterprises can also choose the early and late acceptance projects independently according to the completion of the project (3 or more joint acceptance projects are required in advance).

Enterprises can choose "two-stage joint acceptance" or "one-stop joint acceptance" according to their needs (referring to one-time application acceptance, centralized and parallel processing).

The two-stage joint acceptance shall be handled according to the following procedures:

1.？ In the Application Form for Joint Acceptance of Engineering Construction Projects in Shenyang, the applicant should indicate that the method adopted is two-stage acceptance, and fill in the acceptance items of joint acceptance in advance.

2.？ The push department pushes the related departments according to the pre-application items.

3.？ If a department has multiple acceptance items and only applied for acceptance of some professional items in advance, the department will "disagree" when replying to the acceptance opinions, and explain the accepted professional acceptance opinions and the rejected items. When the late push department accepts the push, it will push the department again.

4.？ After all the preliminary professional acceptance items have passed, the push department will not click the "Pass" button for joint acceptance, nor will it issue preliminary joint acceptance opinions.

5.？ During the later professional acceptance, the later acceptance items and relevant departments will join the early acceptance push platform.

6.？ The acceptance departments of the two stages of acceptance have all passed. After the approval of the pushing department, click the "Pass" button for joint acceptance and generate joint acceptance opinions.

Eight. Related requirements

1.？ All professional acceptance departments should complete the acceptance work in accordance with the acceptance responsibilities, and reply to the professional acceptance results on the platform in time, and shall not be overtime or not reply.

2. Adopt two-stage joint acceptance, and the interval between the first and the second joint acceptance shall not exceed two months, otherwise it is necessary to apply for joint acceptance again.

3 all regions and departments should strictly implement the "Detailed Rules for the Implementation of Joint Acceptance of Construction Projects in Shenyang (Trial)", and shall not increase the acceptance projects and departments without authorization.

4. The leading departments in various regions should coordinate and deal with the problems encountered in the joint acceptance work in a timely manner. Please contact the business department for problems related to the operation of the platform system, and report other problems to the Municipal Urban and Rural Construction Bureau.
