In order to implement the development plan of high-tech industries in our city during the 14th Five-Year Plan period, strengthen technological breakthroughs, deepen industrial applications, accelerate the cultivation and agglomeration of high-quality enterprises, optimize and improve industrial ecology, and accelerate the creation of an innovative industrial highland for information technology applications (hereinafter referred to as new creation), the following policies are formulated.

First, upgrade the science and technology innovation ecology. Support integrated circuit and basic software enterprises to form innovative consortia, improve application ecology, promote technical iteration, and incorporate relevant key projects into the "building foundation" project of our city; Accelerate the development path planning in the field of cloud computing and blockchain, promote relevant technology research and development through mechanisms such as "revealing the list" and "horse racing", and support the construction of a complete technology ecosystem based on new cloud and new chain; Support enterprises to carry out the integration and innovation of "new application+artificial intelligence" and promote the intelligent upgrade of new products.

Second, advocate open source and open mode. Encourage enterprises in our city to actively participate in international open source projects and contribute to the international open source community; Support international and domestic open source organizations to land in Beijing, and give financial support to their * * * open source platform established in Beijing; Increase the incubation of open source projects and form open source enterprise clusters; Support the establishment of an evaluation and incentive mechanism based on open source contributions, and support outstanding open source projects and talents to apply for the Beijing Science and Technology Award.

Third, build an industry benchmark demonstration. Support enterprises in our city and users in key industries such as finance, energy, transportation, security, education and medical care to jointly formulate solutions and carry out research and verification. For the high-quality solutions that meet the needs of typical application scenarios in key industries for the first time and actually land, the "first plan" reward will be given according to a certain proportion of the actual purchase amount of the non-hardware part of the solution, with a maximum of 30 million.

Fourth, strengthen the establishment of industry standards. Implement innovative standards to create projects and support enterprises and institutions in key industries such as finance, energy, transportation, safety, education and medical care. Create benchmark demonstrations based on typical application scenarios of the industry, jointly formulate a number of group standards and local standards, and promote the formation of national standards; Support the application of newly created standards, and give "first pass" rewards to user enterprises that passed the standards in the first round. The maximum reward for a single enterprise is not more than 500,000 yuan, and the maximum reward for a single standard is not more than 5 million yuan.

Fifth, deepen the promotion and application of the industry. Promote the use of open source software and innovative products in the construction of smart cities in our city, and give financial support to major construction projects that open application scenarios in key industries and promote innovative standards, with a maximum of100000 yuan; For the industrial adaptation platform established in Beijing, give financial support according to the product adaptation and the promotion and application of solutions, with a maximum of 5 million yuan; Select high-quality solutions in the industry and recommend them to be displayed and promoted in the National Information Technology Application Innovation Exhibition Center.

6. Introduction of R&D center of afterburner. Support internationally renowned institutions and enterprises and top 100 domestic software enterprises to set up software R&D centers in Beijing, and explore the landing mechanism with R&D investment intensity as the evaluation index; Support the R&D center to participate in the "Building Foundation" project in our city, and carry out key research on the key tasks of ecological construction of new industries.

Seven, improve the development level of the park. The National Innovation Park of Beijing Economic and Technological Development Zone will grant rent reduction and rent-free for five years to newly established state key laboratories, new research and development institutions and key industry adaptation platforms that meet the requirements of the number and proportion of employees. Beijing Economic and Technological Development Zone rewards enterprises, institutions and personnel who have entered the park for their economic contributions; Support the supporting construction of new parks.

Eight, expand financial support channels. Organize financial institutions to send letters to create R&D loans for software projects, and give discount loans to major projects for a period of no more than 3 years; Encourage enterprises to actively participate in the pilot policy of M&A loans and talent loans, and explore ways to increase the proportion of M&A loans; Establish a new eco-industry fund to support the incubation and cultivation of "little giant" enterprises specializing in the upstream and downstream of the new industrial chain.

9. Support the listing of new enterprises. Improve the listing efficiency of newly-created professional and innovative "little giant" enterprises in the trading markets such as the North Stock Exchange, and accelerate the formation of newly-created sectors; Give urban two-level subsidies to new enterprises listed on the North Exchange and other trading markets, and the district-level financial subsidies are not lower than the municipal standards; Promote financial institutions to participate in the pilot project of "loan-financing linkage" and provide financing support for new ventures.

Ten, talent echelon construction. Support the training of newly-created outstanding engineers, build talent teams in batches and echelons, and increase service support in talent introduction, housing security, children's enrollment, and medical security. Comply with relevant policies; Support the construction of talent training base integrating production and education, encourage innovative enterprises and relevant institutions to offer innovative technology and application courses, and promote the training of practical and innovative talents.
