Why do western countries give scholarships to China students?

The earliest scholarship for international students was because the United States participated in Eight-Nation Alliance's invasion of China and received reparations from China through the Boxer Treaty. Later, it was found that the compensation was miscalculated and the United States overcharged. The United States will not give it back to the China government, but will give it to China students studying in the United States in the name of boxer indemnity Scholarship! Now some people say that the United States does not accept reparations from China, but uses reparations to train China students! What a big joke.
