One country, two systems requires that the above three regions enjoy autonomy and implement the capitalist system in order to realize the peaceful reunification of the country under the socialist system. The system of regional ethnic autonomy allows ethnic minorities to manage local affairs independently and enjoy the right to be masters of their own affairs. But it is still implemented in accordance with the mainland's constitution, laws and regulations, within a legal and institutional framework.
