The full name of the document is "Agreement on the Activities of Countries on the Moon and Other Celestial Bodies", also known as the Moon Agreement or the Celestial Bodies Agreement.

1. The moon and other celestial bodies, including space orbits, are the common property of human beings;

second, everyone should cooperate and go there to carry out scientific research;

third, the benefits of development are everyone's;

fourth, we must not monopolize, conflict, militarize, build military bases on the moon and other planets, and even more, we must not get weapons of mass destruction on them.

Obviously, these are all made by weak countries to bind the powerful countries, so the powerful countries don't buy it except Austria, the Philippines and other 16 countries. The five permanent members of the United Nations and some countries that thought they could go abroad for a piece of air space did not sign it. France and India signed it first, but later they did not approve it.

At present, there are three countries that can launch probes to the moon for a soft landing: the United States, the former Soviet Union and China; The only country that ever sent people up there was the United States. Americans have never been to the moon since the termination of the Apollo program in 1972. The former Soviet Union stopped there after sending the Lunar 2 probe to the moon in 1959. Our Chang 'e III landed successfully and Chang 'e IV will land early next year.

decades of research have shown that the moon is poor in resources and harsh in environment, which is not suitable for human survival. In addition, it is far away, and every time a spaceship is launched to the moon, it costs a lot. Even if the moon is full of gold, it is extremely uneconomical to transport it back to the earth from the economic point of view, so no country will choose to build a military base on the moon in order to occupy the moon resources.

Similarly, the military value of the moon is extremely limited. As we said at the beginning, it is 38, kilometers away from the earth. No matter whether communication equipment or offensive or defensive weapons are put on the moon, their functions are far less effective than launching them into low-earth orbit, so no country will try to militarize the moon in the foreseeable future. Even if the United States has a big brain hole and set up a space military base on the moon, other countries are just watching jokes.
