Urban Planning Example: Protection and Improvement Planning of Gaochun Old Street Historic District

[Background introduction]

Taking into account the needs of the county’s development, the Gaochun County Government invited the National Historical and Cultural Cities Research Center and Shanghai Tongji Urban Planning and Design Institute to jointly compile the " Gaochun Old Street Historic District Protection and Renovation Plan". Planning was completed in March 2002. At present, the Gaochun County Government has submitted the plan to the Nanjing Municipal Government for approval.

Planning Scope

To the northwest is Tongxian Street, to the south is Chunxing Road, to the east is Xianfu Road and Jiangnan Holy Land, and to the southwest is Guanxi Road, with a total area of ??approximately 7.60 hectares.

Planning Objectives

The Gaochun Old Street Historic District has the main functions of tourism, business services, and living and residence, with the old street, Wu's Ancestral Hall and ordinary|examination|examination|residential houses as its main functions. The main body has the characteristics of a relatively complete traditional residential neighborhood in Gaochun. It is a characteristic area that embodies Gaochun’s Ming and Qing dynasty’s commercial and residential history.

Fully coordinate the relationship between the protection of historical districts and the development of commerce, tourism, and improvement of residents’ lives, and formulate protection plans with sustainable development significance.

Planning a conservation framework

1. Components of a conservation framework. It is composed of natural environment elements, human environment elements and artificial environment elements

2. The structure of the protection framework. This structure includes three parts: nodes, axes, and regions, as well as their organic relationships with each other, which together constitute the block landscape characteristics.

Protection levels and scope

The protection scope of cultural relics protection units is divided into three levels: absolute protection zone, construction control zone and style coordination zone.

Divide the Gaochun Old Street Historic District into four levels of protection - cultural relic protection sites, core protection areas, style coordination areas and regional control areas

Land use adjustment

The plan is to gradually move out the administrative land in the block; expand cultural and entertainment land with cultural relics as the center; increase some commercial land, and adjust the commercial content and distribution based on the original commercial land in the block; increase street green space and Plaza open space.

Building height adjustment

The original height must be strictly controlled in the cultural protection area; the original height must be strictly controlled in the core area. The height of the cornice on the first floor of a newly built or renovated building shall not exceed 3m. No more than 5.5m; the style area is determined according to the actual situation of the lot, some areas are controlled to be below three floors, and other areas are controlled to be three or below three floors; in the regional control area, the buildings are controlled to be four floors or below.

Population

The current total number of people in the Gaochun Old Street Historic District is 1,641, with a total number of 703 households; the planned permanent population is 1,380 people, 550 households, and the per capita construction land is approximately 55 square meters.

Road traffic

Two parking lots are set up outside the historical block; the roads outside the block are widened, but the road names should use the original place names; the internal road of the block, Chenjia Lane, is opened from Hebin Street to Guan A section of Xi Road will be restored to its original historical appearance; for walking in the block, the road will be paved in a traditional way.

Tourism

The scope of the tourist area is Gaochun Old Street, Yingxunmen, and Guanxi River as the skeleton, with cultural relics and scenic spots as the core, and extends to the block area. The main attractions are important buildings such as the Wu Ancestral Hall, and the secondary attractions are historical relics, structures and buildings such as ancient wells. The main scenic spot is the "Eight Scenes of Old Street".

Green and Municipal Affairs

Comprehensively utilize a variety of greening methods, combine the original historical scenic resource characteristics, and highlight the local characteristics of Gaochun. Renovate old lines, lay new ones, and try to put pipelines underground to avoid affecting the landscape.

Renovation of key areas in historical districts

Respect local culture and history | exam | heritage, protect and promote the essence of traditional culture, and improve Gaochun Old Street, Hebin Road, and Guanxi Road Building facade renovation; spatial renovation of the main entrances and exits of the block; spatial renovation of the ancient well square; space renovation of the Wu Ancestral Hall Square, renovation of typical residential buildings, and design of new residential buildings.
