Chapter 1 General Provisions Article 1 In order to strengthen the management of urban city appearance and environmental sanitation, create a clean and beautiful environment, promote urban economic development and the construction of socialist spiritual civilization, in accordance with the relevant provisions of national laws and regulations , these measures are formulated based on the actual situation of our city. Article 2 These Measures apply to Shinan District, Shibei District, Sifang District, Licang District, Laoshan District, Chengyang District, Huangdao District and urban areas of county-level cities. Article 3 The people's governments of Qingdao City and county-level cities and districts shall formulate city appearance and environmental sanitation development plans and incorporate them into urban construction plans and national economic and social development plans. Article 4: Urban appearance and environmental sanitation shall be managed at three levels.

(1) The city appearance and environmental sanitation management department of the Qingdao Municipal People’s Government shall supervise and manage the city’s city appearance and environmental sanitation;

(2) The city appearance of county-level cities and district people’s governments The environmental sanitation management department shall be responsible for the city appearance and environmental sanitation management of its own jurisdiction in accordance with its management authority;

(3) The township people's government and sub-district offices shall be responsible for the city appearance and environmental sanitation management of their respective jurisdictions according to the division of labor.

Relevant departments such as construction, planning, public security, municipal administration, transportation, industrial and commercial administration, landscaping, real estate, health, and environmental protection shall, in accordance with their respective responsibilities, coordinate the management of city appearance and environmental sanitation. Article 5 When city appearance and environmental sanitation inspectors perform their tasks, they should wear uniform signs and show their certificates. Article 6: Encourage scientific and technological research on urban appearance and environmental sanitation, promote advanced technologies, and improve urban appearance and environmental sanitation levels.

Encourage units and individuals to operate urban appearance and environmental sanitation service businesses in accordance with the law. Article 7 People's governments at all levels should strengthen publicity and education to raise the people's awareness of city appearance and environmental sanitation. Commendations and rewards will be given to units and individuals that have made outstanding achievements in maintaining city appearance and environmental sanitation.

All units and individuals have the obligation to improve city appearance and environmental sanitation, and have the right to supervise, report and accuse units and individuals that violate these regulations. Chapter 2 City Appearance Management Article 8 Users or property owners of various buildings, structures and street facades must clean and decorate them in a timely manner to keep them clean and beautiful. Article 9 Units and residents on both sides of primary and secondary arterial roads are not allowed to hang or place objects on balconies, windows and on both sides of the street that hinder the city's appearance. Article 11 No unit or individual may occupy roads and public spaces without authorization to pile materials, build buildings or structures, or engage in production, processing, or business activities. If it is really necessary to occupy the property, it must obtain the consent of the city appearance and environmental sanitation management department and go through the approval procedures in accordance with relevant regulations. Exceeding the approved scope and period of occupancy is strictly prohibited. Article 12 Markets and parking lots that have been approved to occupy roads in urban areas should be set up according to the designated scope, and the stalls should be kept clean and the vehicles should be placed in an orderly manner. Article 13 The construction site of a construction project must:

(1) Operate within the approved land area;

(3) No accumulation of garbage or sewage;

(4) Machinery and materials are neatly placed;

Article 18 The following behaviors are prohibited in streets and public places:

(2) Dumping feces and sewage;

(4) Defecating and urinating anywhere. Article 19 In Shinan District, Shibei District, Sifang District and Licang District (excluding rural areas under the jurisdiction of the above four districts), except for teaching, scientific research and other special needs, it is prohibited to raise chickens, ducks, geese, rabbits, Sheep, pigs and other poultry and livestock.

Raising pigeons and dogs must be handled in accordance with relevant regulations. Chapter 3 Environmental Sanitation Management Article 20 Urban environmental sanitation cleaning and cleaning shall be divided into responsibilities according to the following provisions:

(1) Roads shall be cleaned and cleaned by the environmental sanitation professional team and the street private cleaning team;

(2) In residential areas under property management, the property management unit is responsible for cleaning; in other residential areas, private cleaning teams are responsible for cleaning and cleaning;
