Attract new investment, introduce high-quality capital, speed up the transformation and upgrading of tourism, vigorously develop modern service industry, actively cultivate and expand high-tech industries, strengthen and improve efficient agriculture with tropical characteristics, and accelerate the construction of a modern economic system. Focusing on preventing and resolving major risks, we should adhere to the bottom line thinking, firmly grasp the bottom line requirement of "no major risks", vigorously promote the innovation of preventing and resolving systemic risks, accelerate the improvement of regulatory supporting measures, improve the risk prevention system, resolutely prevent and resolve major risks in trade, investment, finance, data flow, ecology and public health, and ensure the stable and far-reaching construction of Hainan Free Trade Port. Focus on the demand for talents in the construction of free trade port, recruit talents from all corners of the country with a more active, open and effective talent policy, promote the vigorous growth of local talents with a more flexible and pragmatic mechanism, create favorable conditions for all kinds of talents to fully display their talents with a higher level of service, and accelerate the construction of a talent team that provides strong support for the construction of free trade port.

People's congresses at all levels in the province and their standing committees should closely focus on the construction of Hainan Free Trade Port, exercise legislative power, supervision power, decision-making power and appointment and dismissal power according to law, and give full play to the role of local state power organs. While fully cooperating with the National People's Congress Standing Committee (NPCSC) in formulating the Hainan Free Trade Port Law, promoting the establishment of convenient and efficient procedures and mechanisms for adjusting laws and regulations in accordance with the requirements of the overall plan, and accelerating the request for the state to adjust relevant laws and administrative regulations, we should make good use of the "two legislative powers" and the relevant legislative authorization of the National People's Congress Standing Committee (NPCSC), adhere to the reform direction and problem orientation, closely follow the needs of the construction of a free trade port, make overall plans to strengthen local legislation, and accelerate the construction of legislation that is compatible with the national legal system and international practices. Adhere to the combination of supervision and support, seize the major issues related to the construction of a free trade port, carry out in-depth legal supervision and work supervision, improve supervision methods, enhance the pertinence and effectiveness of supervision, and enhance the rigidity of supervision to ensure the implementation of the decision-making of the CPC Central Committee and the State Council and the deployment of the provincial party committee. Closely follow the progress of free trade port construction, make decisions on relevant major issues in a timely manner, and provide legal basis for institutional innovation. Respect the dominant position of NPC deputies, and vigorously support and guarantee NPC deputies to perform their duties according to law for the construction of Hainan Free Trade Port.

People's governments at all levels in the province should earnestly shoulder the administrative responsibilities of communicating and implementing the overall plan, establish an unconventional understanding, take unconventional measures, strengthen unconventional actions, and strive for unconventional results. Accelerate the transformation of government functions, vigorously promote the construction of a government ruled by law, an efficient government and a clean government, and comprehensively improve the ability and level of administration according to law. Strengthen the supervision of administrative efficiency in the construction of free trade ports, improve the incentive and accountability mechanisms, and ensure that all policies and measures are implemented and achieved practical results.

The supervisory, judicial and procuratorial organs at all levels in the province should actively escort the construction of Hainan Free Trade Port. Regard the construction of a service-guaranteed free trade port as an important task to perform the functions of supervision, trial and prosecution, carry out in-depth supervision and legal supervision on the implementation of the overall plan, resolutely rectify the bad style of inaction, slow action and disorderly action, resolutely crack down on illegal and disorderly acts that disrupt the market order and undermine the business environment, and create a good political atmosphere and a legal environment for the construction of a free trade port.

People of all ethnic groups in the province should answer the examination paper "Accelerating the Construction of Hainan Free Trade Port" with one heart and one mind.
