According to the document requirements such as "Implementation Opinions of the Central Committee of the Communist Party of China and Municipal People's Government on Promoting Rural Revitalization Strategy", "Three-year Action Plan of the Central Committee of the Communist Party of China and District People's Government on Rural Revitalization Strategy" and "Work Plan for Rural Domestic Waste Treatment in 2020", the self-inspection report on rural domestic waste treatment implemented by District Urban Management Bureau in 2020 is as follows: 1. Completion of work tasks.

1. Attach great importance to it and make careful arrangements. On August 1 day, the district party committee and district government studied and promulgated the Work Plan for District Domestic Waste Classification and the Work Plan for District Rural Domestic Waste Treatment in 2020, which made careful planning for rural waste treatment and formed the system of "twice quartering" rural domestic waste. At the beginning of August, the district party committee and government held a high-standard mobilization meeting to study and deploy the garbage control work. The main leaders and leaders in charge went deep into rural research and inspection and made unannounced visits to promote the implementation of the work. Leading groups have also been set up in towns and streets, forming a work pattern of grasping the first level and implementing it at different levels. At the same time, actively do a good job in creating a publicity atmosphere, set up a special publicity team, carry out more than 300 publicity, training and theme services, set up more than 200 large-scale outdoor advertisements and publicity columns, and print and distribute 6,543,800 copies of posters, manuals and proposals.

2. Implement responsibilities and speed up the progress. The rural population in this area is about 337,200. By the end of February, 7 garbage stations in Jiangbei had treated 57,500 tons of domestic garbage (daily average 158 tons). According to the rural per capita domestic waste output of 0.4-0.6 kg/person/day, the harmless treatment rate of rural domestic waste in our district reaches 100%. Third, the market-oriented operation was promoted in an orderly manner. All towns have implemented the market-oriented operation of rural garbage disposal, with an annual market-oriented investment of170,000 yuan, and the average market-oriented rate of the four towns is about 60%, of which the market-oriented rates of Shenxiang Town and Baer Town are over 95%. Fourth, the supporting facilities for garbage disposal have been gradually improved. Shenxiang Town has started the site selection for the construction of Sunshine Stacking House, and 9 pilot villages in 4 towns have implemented domestic waste sorting, purchased container samples and are inviting bids for garbage containers. Accelerate the construction of sanitation transfer facilities, and plan to build a 1 large garbage transfer station in Jiangbei (estimated investment is 8 million yuan, covering an area of 6 mu). This project has been included in the project investment schedule of the district government in 2020. It is estimated that the basic work of 2 million yuan will be completed in 2020, and it will be completed and put into use in 20021year.

3. Normal assessment, and urge the rectification. During the period of June 5438+0-May, according to the assessment and reward methods for rural domestic waste treatment and rural toilet renovation in 20 18 district, the situation of rural waste treatment in villages and towns was supervised and assessed every month, and the reward was paid for 1 15000 yuan. Second, the existing problems

1. There are still dead ends in garbage disposal. In some rural areas of the town, garbage cleaning is not in place and there are blind spots. In some places, the open-air garbage is not cleaned in time. The marketization rate of garbage disposal in some cities and towns is not high, and the normal cleaning mechanism is not perfect.

2. The infrastructure construction of garbage control is not in place. The site selection of Sunshine Composting House has not been determined. Because there is no construction land in Shenxiang Town, the land near the village can not be recognized by the residents, and the site selection for many times does not meet the requirements. The garbage containers in the pilot village are not equipped in place. The garbage facilities in the pilot village are not included in the financial budget, and the cost is high, which requires public bidding, which leads to the slow progress of container allocation.

3. The coverage of garbage classification is insufficient. According to the "Implementation Opinions on Promoting Rural Revitalization Strategy", by 2020, more than 30% of the established villages will realize the classified treatment of domestic garbage, and there are 72 established villages in our district. According to the task requirements, there are 22 villages for garbage sorting. At present, there are only 9 villages in our district to carry out pilot projects, which are in the initial stage and there is still a gap from the task.

Third, the next work arrangement

1. Deepen the garbage control work. Combined with the "five clean-ups and one reform", we will continue to promote rural garbage management, eliminate the sanitary corner of garbage, and further improve the rural environment. Expand the coverage of rural garbage classification. In 2020, 22 villages will realize rural garbage classification.

2. Implement the construction of rural sunshine composting houses. At least one sunshine composting house will be built in the pilot village, and other villages will jointly build it.

3. Fully equipped garbage containers. We will promptly start the preliminary work of public bidding for garbage containers to ensure that the garbage containers in the pilot villages are in place before May 2020.

By setting an example and visiting families, the staff of the two committees of the village and party member volunteers further publicized the work of domestic waste disposal in our village, guided the masses to establish civilized consciousness and develop civilized habits, and made the theme of "domestic waste disposal with the participation of the whole people" deeply rooted in the hearts of the people.

The third is to highlight key points and pay close attention to implementation.

The theme of our village is to create a beautiful living environment and focus on the comprehensive improvement of the living environment. Since the implementation of domestic waste treatment, more than 20 sanitary corners 10 have been cleaned, and 20 places with disorderly posting and psoriasis have been cleaned, and centralized treatment has been organized 10 times.

Farmers located around the village road have messy buildings, overgrown weeds and exposed domestic garbage. Our village specially organizes personnel to work overtime to weed, remove domestic garbage and clean up sanitary corners; Village cadres carry out environmental sanitation publicity for residents who dump construction waste at random, and assist farmers to remove construction waste; Through policy propaganda, persuasion and education, most vegetable farmers took the initiative to clear vegetables, and with the vigorous rectification of the two village committees, the whole village took on a new look.

Fourth, establish a long-term management mechanism for rural domestic waste management.

The treatment of rural domestic garbage can not be completed in a short time, and it needs long-term and continuous work. My village is fully aware of this and has established a long-term management mechanism that conforms to reality.

In recent years, Tonggu County, in accordance with the deployment and requirements of provinces and cities, combined with the establishment of a national ecological county and the strengthening of environmental protection in Heyuan District, has vigorously implemented the rural cleaning and upgrading project with the theme of cleaning homes, clean water sources and clean pastoral areas, and made every effort to promote the harmless, reduction and resource treatment of rural domestic garbage, and the rural environmental outlook has been significantly improved. The report on the special treatment of rural domestic waste in our county is as follows: 1. Strengthen organizational leadership and make careful arrangements.

The first is to strengthen leadership. A leading group for the special treatment of rural domestic waste, headed by the main leaders of the county party committee, was established, and four sets of leadership responsibility systems were established for units directly under the county level, with the "third-level secretary" as the first responsible person, environmental sanitation offices in towns and villages and councils in villages. The second is to improve the mechanism. Second, strengthen the construction of facilities and improve the level of construction.

Third, strengthen team building and establish a long-term mechanism.

Fourth, increase capital investment and strengthen financial support.

Second, the implementation of township investment. The financial input of villages and towns is included in the important assessment content of rural clean promotion project. In principle, each township arranges funds according to the standard that the per capita resident population is not lower than that of 60 yuan, which is used for the construction of public health facilities such as towns and rivers and the cleaning of public places, and subsidizes village farmers to purchase garbage bins. The third is to collect cleaning fees. While increasing financial input, farmers will be charged a monthly fee of 5-8 yuan for rural domestic garbage disposal in the form of "one thing, one discussion" by villagers as supplementary funds for rural domestic garbage disposal. At present, more than 85% farmers in this county have paid cleaning fees to local villagers' committees.

Fifth, strengthen supervision means and innovate evaluation methods.

An inspection team led by the DuZhaShi, secretary of the county party committee, and attended by the DuZhaShi, cleaning office, environmental protection, agriculture, water supply, television and other departments, was set up to carry out special inspections on rural cleaning and upgrading projects, and strictly implement the inspection and assessment system of "1 month 1 day scheduling, quarterly inspection and report at the end of the year". Through joint inspection, key inspection, inspection by county leaders in charge, on-the-spot inspection, television exposure and other forms to supervise the implementation, on the basis of inspection, the township will be assessed with a percentage system every quarter, and the overall appraisal will be conducted at the end of the year. The assessment results are linked to the rewards and punishments of the town and the responsible person. Reward and punishment measures include capital reward and punishment, project tilt, key recognition, grading early warning and one-vote veto. The county clean-up office conducted two comprehensive inspections at the end of March and mid-June this year. The main leaders of the county party committee and the county government conducted two special inspections in August respectively, and issued the second inspection notice in the name of the county party committee office and the county government office. The villages and towns ranked last in the inspection were exposed on TV, and the main leaders of the township party and government made statements at relevant meetings. At the same time, towns and villages organize monthly activities of "evaluating villages by towns, evaluating groups by villages and evaluating households by groups".
