Article 12 The State shall improve the rural collective property right system, enhance the development vitality of rural collective ownership economy, promote the preservation and appreciation of collective assets, and safeguard the interests of farmers. People's governments at all levels should persist in taking farmers as the main body, relying on the advantageous and characteristic resources in rural areas, support and promote the integrated development of rural primary, secondary and tertiary industries, promote the establishment of modern agricultural industrial systems, production systems and management systems, promote the construction of digital villages, cultivate new industries, new formats, new models and new agricultural management entities, and promote the organic connection between small farmers and modern agricultural development.

Forty-sixth people's governments at all levels should guide and support rural collective economic organizations to play their roles, manage collective assets according to law, rationally develop collective resources, serve collective members, and ensure rural collective economic organizations to operate independently. The local people's governments at or above the county level shall support the development of farmers' professional cooperatives, family farms, agricultural enterprises and other business entities, and improve the socialized service system for agriculture and rural areas.
