Chapter I General Provisions Article 1 These Provisions are formulated for the purpose of ensuring citizens to exercise their rights of assembly, procession and demonstration according to law, maintaining social stability and public order in provincial capitals, and ensuring the implementation of the Law of People's Republic of China (PRC) on Assembly, Parade and Demonstration within their respective administrative areas. Article 2 All assemblies, processions and demonstrations held in public roads and open-air public places within the administrative area of this Municipality must abide by the Law of People's Republic of China (PRC) Municipality on Assemblies, Processions and Demonstrations and these Provisions.

These Provisions shall not apply to recreational sports activities, normal religious activities and traditional folk activities. Article 3 The people's governments at all levels in this Municipality shall ensure that citizens exercise their rights of assembly, procession and demonstration according to law. Article 4 When exercising the rights of assembly, procession and demonstration, citizens must abide by the Constitution and laws, and must not oppose the basic principles defined in the Constitution, nor harm the interests of the state, society and the collective or the legitimate freedoms and rights of other citizens. Article 5 Assemblies, processions and demonstrations shall be conducted peacefully, and violence or incitement to violence shall not be used. Article 6 The competent authorities of assemblies, processions and demonstrations in this Municipality are the district and county (city) public security bureaus where the assemblies, processions and demonstrations are located; Where the route of procession and demonstration passes through more than two districts and counties (cities) of this Municipality, the competent authority shall be the Municipal Public Security Bureau. Chapter II Application and Permission for Assemblies, Processions and Demonstrations Article 7 Citizens who hold assemblies, processions and demonstrations in this Municipality must apply to the competent authorities and obtain permission. Except as provided for in the Law of People's Republic of China (PRC) on Assemblies, Demonstrations and Demonstrations. Article 8 (1) An assembly, a procession or a demonstration must have a responsible person. If there are more than two persons in charge, one person shall be determined as the main person in charge.

The following persons shall not be responsible for assemblies, processions and demonstrations:

(a) under the age of eighteen, has reached the age of eighteen, but does not have full capacity;

(2) Restricting personal freedom according to law. Article 9 To apply for holding an assembly, a procession or a demonstration, the person in charge must hold a resident identity card or other valid identity documents, apply to the competent authority five days before the assembly, procession or demonstration is held, and fill in the Application Form for Assembly, procession and demonstration.

If an application is made orally, by letter, telegram or telephone, the competent authority will not accept it. Article 10 An application for an assembly, a procession or a demonstration shall contain the following items:

(a) the purpose and method of assembly, procession and demonstration;

(2) The starting and ending time, meeting place, dissolution place and route of the assembly, procession and demonstration;

(3) The number and composition of participants in assemblies, processions and demonstrations;

(4) Slogans, slogans and other publicity materials used in assemblies, processions and demonstrations;

(five) the types and quantities of vehicles and their license plates, audio equipment and other equipment used in assemblies, processions and demonstrations;

(six) the name, occupation, work unit, address, contact address and telephone number of the person in charge;

(seven) other matters that need to be explained.

Applications for organizing or participating in assemblies, processions and demonstrations in the name of state organs, social organizations, enterprises and institutions must be approved by the person in charge of the unit. In addition to the matters specified in the preceding paragraph, the application must also be signed by the person in charge of the unit and stamped with the official seal. Article 11 After receiving an application for an assembly, a procession or a demonstration, the competent authority shall notify its responsible person in writing of the decision of approval or disapproval two days before the application date. If the license is not granted, the reasons shall be explained. Failure to notify within the time limit shall be deemed as permission.

The person in charge of applying for an assembly, a procession or a demonstration shall sign after receiving the notice from the competent authority; Those who refuse to sign shall be deemed to have been notified by the competent authority if they are signed by witnesses. If the notice cannot be given due to the reasons of the person in charge of the competent authority, the application shall be deemed to have been withdrawn after being signed by the witness. Article 12 Where an assembly, a procession or a demonstration is temporarily needed due to an emergency, the person in charge of the assembly, a procession or a demonstration or the relevant personnel shall immediately report it to the competent authority, which shall immediately examine and decide whether to approve or disapprove it. Thirteenth applications for assembly, procession and demonstration to solve specific problems, the competent authority may notify the relevant organs or units, and negotiate with the person in charge of the assembly, procession and demonstration to solve the problem; And the application date can be postponed for five days.

After receiving the notice from the competent authority, the relevant organ or unit shall seriously and responsibly negotiate with the person in charge of the application for assembly, procession and demonstration, and report the negotiation results to the competent authority in writing three days before the postponement. Article 14 In any of the following circumstances, the competent authority may change the time, place and route of an assembly, a procession or a demonstration when or after deciding to permit it, and notify its responsible person in time:

(1) Peak hours on congested road sections;

(2) The same time, place and route have been applied for and approved by others;

(3) Conflicting with important foreign affairs activities, large-scale entertainment, sports and other activities in time, place and route;

(four) its location or route is prohibited due to construction;

(5) Infectious diseases are prevalent in the place or route;

(six) there are other circumstances that affect the smooth progress of the assembly, procession and demonstration or seriously affect the traffic order and social order.
