From 26 to 21, under the correct leadership of the Provincial Department of Land and Resources, the Municipal Party Committee and the Municipal Government, in accordance with the requirements and deployment of provinces and cities, Conscientiously implement the Fifth Five-Year Plan of the Provincial Department of Land and Resources and Zigong City and the Fifth Five-Year Plan (26-21) of the Zigong Municipal Bureau of Land and Resources to carry out legal publicity and education, closely focus on the work of the city and the land and resources management center, strengthen leadership, strengthen security, integrate with reality, highlight key points, innovate forms, actively carry out publicity and education activities on legal popularization, and solidly promote the work of legal publicity and education, which has achieved certain results. In accordance with the requirements of the Notice of Sichuan Provincial Department of Land and Resources on Doing a Good Job in the Examination and Acceptance of Popularization of Law in the Fifth Five-Year Plan of the Province's Land and Resources System (No.44 [21] of Sichuan Land and Resources), our bureau scored {} after careful self-examination. The report on the self-inspection of relevant work is as follows:

1. Strengthen organizational leadership, strengthen basic guarantee, and ensure "five in place"

(1) Organizational leadership is in place. The Party committee and administration of the Bureau attached great importance to the work of popularizing law in the Fifth Five-Year Plan, put the work of popularizing law and governing according to law into the important agenda and the responsibility goal of the leading group, and established special leadership and offices. A leading group for the "Fifth Five-Year Plan" legal popularization was established in time, with Comrade Chang Yuhua, secretary of the Party Committee and director of the "number one" bureau as the team leader, and the leaders in charge as the deputy team leader, and the heads of departments and directly affiliated units of all districts and counties bureaus as members (adjusted twice according to personnel changes). The bureau office was determined as a special office for the "Fifth Five-Year Plan" legal popularization work, and outstanding cadres were selected to be fully responsible for the daily affairs of the legal popularization work. At the same time, a mediation working group was set up accordingly.

At the beginning of the "Fifth Five-Year Plan", on the basis of summing up the experience of the "Fourth Five-Year Plan", our bureau went deep into the grassroots to conduct extensive research on how to carry out legal education and governance according to law. Combined with the characteristics of the work, the Fifth Five-Year Plan (26-21) of Zigong Municipal Bureau of Land and Resources to carry out legal publicity and education was studied and formulated, and the guiding ideology, main tasks, educational objects, work requirements, methods and implementation steps of the fifth five-year plan were defined, which comprehensively guided the legal popularization work during the fifth five-year plan period. On this basis, according to the main tasks of the year, the annual work plan is formulated every year, and the legal popularization work is planned at the beginning of each year, inspected in the middle of each year, and summarized at the end of each year, so that the "Fifth Five-Year Plan" legal popularization work plan is specifically implemented, effectively promoting the smooth and orderly development of the overall legal popularization work.

In order to standardize and institutionalize the legal popularization education during the Fifth Five-Year Plan, according to the functions and characteristics of land and resources management and the general requirements of the Fifth Five-Year Plan, regular meetings of leading groups for legal popularization will be held to study plans, report on the development of the work, analyze hidden dangers of contradictions and disputes, study investigation measures, solicit opinions and suggestions, and formulate relevant systems. In 26, our bureau formulated and issued the System of Study, Inspection, Supervision, Assessment and Summary of Legal Popularization of Zigong Land and Resources Bureau, which clarified the relevant work requirements and comprehensively strengthened the legal popularization during the Fifth Five-Year Plan. In each year, our bureau also makes appropriate adjustments or supplements to the plan according to the new situation and new situation, and formulates the legal work plan for each year, so that the legal popularization work can be truly deployed at the beginning of the year, inspected in the middle of the year and summarized at the end of the year.

Second, highlight local characteristics, pay close attention to the popularization of law, and pay attention to the "five combinations"

In order to increase the popularization of land and resources, so that the whole society can understand, pay attention to and supervise the management of land and resources, our bureau will make full use of "4.22" Earth Day, "6.25" National Land Day, "8.29" National Surveying and Mapping Law Publicity Day and "8.29" Give prominence to the characteristics of Zigong as "the hometown of dragons", "the city of lights" and "the city of salt", solidly carry out special publicity, actively carry out the "law delivery project", actively popularize the advanced experience of law popularization, and creatively carry out work to achieve "five combinations":

(1) combine administration according to law and carry out the "six advances in law" activities. The leaders of our bureau insist on focusing on land management law, mineral resources management law, property law, auction law, notarization law, civil service law and other relevant administrative regulations as the focus of legal education and training, and at the same time, they have achieved that legal popularization begins with leaders. Chang Yuhua, secretary of the Party Committee and director of the Bureau, visited the house for many times to send a complete set of the latest laws, regulations and policies on land and resources to the secretary of the municipal party committee, the director of the Municipal People's Congress, the mayor of the municipal government, the chairman of the municipal government, the deputy mayor in charge of the municipal government and the secretary-general, so as to urge leading cadres to take the lead in learning, using and administering according to law. At the same time, we will organize the compilation of pamphlets on laws, regulations and policies on land and resources, especially mineral resources, and go deep into rural areas and mining enterprises to deliver the laws to business owners and farmers. (2) combine "sunshine government affairs" and "professional hotline" to carry out legal popularization propaganda. Actively organize personnel to receive the "Sunshine Government Affairs" organized by the provincial offices, and the bureau leaders personally led a team to the live broadcast room of the municipal radio station to communicate with the audience in the city. Taking this as an opportunity, the publicity of land and resources laws was strengthened with the questions asked and responded by the audience as the carrier, and the social response was good and the publicity effect was obvious.

(3) In connection with the National Land Day, the popularization of law is colorful. Our bureau regards the 16th, 17th, 18th and 19th National Land Days from 26 to mid-29 as the top priority of the publicity period, and has carried out various and colorful publicity activities around the publicity theme, spreading the laws, regulations and policies of land and resources to the fields, streets and alleys, and achieved the goal of "TV with video, audio broadcast, newspaper with text, online version, slogan in every village and exhibition version in every township". On June 25, 29, on the occasion of the 19th National Land Day, our bureau invested nearly 1, yuan to independently hold the "Ode to the Earth" legal publicity evening in Chunhua Square. Thousands of people watched the evening and participated in the quiz with prizes. The atmosphere was very warm, and the publicity of popularizing the law was integrated into the program.

(4) combined with the training of land and resources laws and regulations of township (town) cadres, carry out centralized publicity. Third, strengthen learning and education, focus on training and improvement, and achieve "double"

Our bureau actively plays a functional role in the work of popularizing the law, closely cooperates with relevant departments, adopts various forms such as going out and inviting in, adheres to the combination of studying the spirit of the 17th National Congress of the Communist Party of China and studying and practicing Scientific Outlook on Development in depth, and carries out legal publicity and education. Pay attention to strengthening the study of newly promulgated party discipline and business laws and regulations. Organize the city's land and resources system, especially leading cadres to actively study the State Council's Decision on Deepening Reform and Strict Land Management (Guo Fa [24] No.28), the State Council's Notice on Comprehensively Rectifying and Standardizing the Order of Mineral Resources Development (Guo Fa [25] No.28), and the State Council's Notice on Strengthening Macro-control (Guo Fa [26] No.31). During the "Fifth Five-Year Plan" period, in the name of the Municipal People's Government and the Municipal Bureau of Land and Resources, the Measures for Resettlement of Land Compensation Subsidies for Construction in Zigong City (Order No.65 of Zigong Municipal People's Government), the Measures for Completion Acceptance of Construction Projects in Zigong City and other relevant local regulations and normative documents were formulated and promulgated.

(3) adhere to the system of internal joint examination and realize democratic decision-making. Establish and strengthen the restraint mechanism for the leading bodies of the bureau, strengthen inner-party supervision, and implement democratic and open decision-making on major issues. We have improved the Rules of Procedure of the Party Committee, the System of Directors' Office Meeting, the System of Organizing Life Meeting of the Party Committee and the Learning System of the Central Group of the Party Committee, and established an internal joint review system for statutory administrative licensing matters and major global issues, in terms of organizing personnel, job title evaluation, salary adjustment, major business matters, major business expenses, important infrastructure projects, equipment purchase and land use approval, planning approval, land registration and certification, and major land and resources. At the same time, the decision-making on major issues and sensitive issues in organ management will be notified or announced to the cadres of the whole system in a timely manner.

(4) improve the legal adviser system and realize decision-making according to law. Well-known lawyers in our city were hired as permanent legal advisers. When encountering major issues, especially specific matters with strong procedures, joint meetings were held in time to fully listen to the opinions of legal advisers. On the basis of exerting collective wisdom and implementing democratic decisions, we insisted on "grasping both entities and procedures" and promoted "double compliance" of entities and procedures operating on specific matters.
