Article 2 These Measures shall apply to the prevention, treatment, supervision and management of Bursaphelenchus xylophilus within the administrative area of this province. Article 3 The prevention and control of Bursaphelenchus xylophilus should adhere to the principles of government leading, social participation, prevention first and comprehensive management. Article 4 People's governments at all levels shall strengthen their leadership in the prevention and control of Bursaphelenchus xylophilus, establish and improve the management system, and implement the prevention and control responsibilities and measures. Units and individuals that transport Pinaceae plants and their products across provincial administrative regions shall follow the relevant provisions of the state. Article 13 Entry-exit quarantine of Pinaceae plants and their products shall be carried out by entry-exit inspection and quarantine institutions in accordance with laws and regulations on entry-exit plant quarantine and relevant state regulations. Entry-exit inspection and quarantine institutions and forest pest control and quarantine institutions shall notify each other of relevant quarantine information. Article 14 If it is found that Pinaceae plants and their products are infected by the epidemic after quarantine inspection, the owner shall carry out disinfection treatment at the designated place according to the requirements of the forest pest control and quarantine institution; If it is impossible to carry out the pest control treatment or fails to carry out the pest control treatment according to the specified requirements, the forest pest control and quarantine institution will carry out the pest control treatment or destroy it on its behalf, and the cost of the pest control treatment shall be borne by the owner according to the specified standards. Fifteenth levels of forest pest control and quarantine institutions should establish and improve the monitoring network of pine wood nematode disease, improve the monitoring system, equipped with monitoring personnel, and strengthen the monitoring of pine wood nematode disease.
