Article 1 In order to strengthen the management of planned water use and water conservation, build a water-saving society, realize the sustainable utilization of regional water resources, and promote economic and social development, these Provisions are formulated in accordance with the People's Republic of China (PRC) Water Law and the Measures for the Implementation of the People's Republic of China (PRC) Water Law in Gansu Province, combined with the actual situation in Longnan.

Second units and individuals engaged in water intake, water use and related management activities in Longnan City must abide by these provisions.

Article 3 Planned water use and water conservation should follow the principles of overall planning, comprehensive utilization and stressing efficiency, and implement the system of combining total water consumption control, quota management and price control, and bring planned water use and water conservation into the national economic and social development plan to ensure the balance between supply and demand of regional water resources.

Fourth city and county water administrative departments in charge of water planning and water conservation work within their respective jurisdictions. Responsible for formulating water conservation policies, preparing water conservation plans, controlling the total water intake, organizing, guiding and supervising water conservation work. Longnan Water Conservation Office was established by the municipal government, which is subordinate to the Municipal Water Affairs Bureau and is responsible for the organization, coordination, supervision and management of water conservation.

Mainly performs the following functions:

(a) to formulate the city's water conservation policies and plans;

(two) to implement and guide the implementation of national laws and regulations on planned water use and water conservation, and urge the implementation of water-saving indicators and measures;

(three) responsible for the city's water resources allocation, water use and water conservation system;

(four) responsible for the certification, access, promotion and popularization of water-saving products and appliances in Longnan city, such as industry, agriculture, life and service industry;

(five) responsible for the city's planned water use and water conservation statistics report;

(six) responsible for the organization, coordination, supervision and management of water conservation in the city.

Article 5 Units or individuals (hereinafter referred to as water intakers) that directly take surface water or groundwater from rivers and lakes by using water intake projects or mechanical water lifting facilities must apply to the water administrative department for water intake permission according to procedures.
