Grassland is within the national red line, and plants can be planted.

According to the latest document issued by the Ministry of Natural Resources, "Measures for the Administration of Ecological Protection Red Line (Trial)"

Article 8 The principle of control is within the red line of ecological protection. In principle, human activities are prohibited in the core protected areas of nature reserves, and development and productive construction activities are strictly prohibited in other areas. Where laws and regulations provide otherwise, such provisions shall prevail.

Article 9 In the red line of ecological protection in the positive list and outside the core protection areas of nature reserves, except for major national projects, only limited human activities that do not destroy ecological functions are allowed, and development and utilization activities that are inconsistent with their leading function positioning are strictly prohibited. No new reclamation is allowed.

(1) Basic production and living activities of indigenous inhabitants. Including: repairing production and living facilities, keeping planting, grazing, fishing and breeding necessary for life, building, maintaining and transforming infrastructure such as electricity, water supply, gas supply, heating, communication, roads and docks, public service facilities and funeral and other special facilities to serve the basic production and living needs of indigenous residents.
