Are mental illness and domestic violence illegal?

A mental patient who causes harmful results when he can't identify or control his own behavior and is confirmed by legal procedures shall not bear criminal responsibility. Article 183 of the General Principles of Civil Law of People's Republic of China (PRC) infringes on the personal rights and interests of natural persons, causing serious mental damage, and the infringed person has the right to claim compensation for mental damage. If serious mental damage is caused to a specific object with personal significance of a natural person due to intentional or gross negligence, the infringed person has the right to claim compensation for mental damage.
