What does raising eTARs and PRFs mean? (One of the recruitment requirements of a company in the computer industry)

RFP = Request For Proposal.

eTAR = Engineer Technical Assistance Request (or Electronic Technical Assistance Rquest).

< p> They are all documents soliciting proposals or assistance from suppliers. They are the first steps in the company's external product or service process. They are designed to issue information, specifications and requirements for soliciting bids to each supplier so that each supplier can act accordingly. Make proposals or tenders for them.

RFP is more commonly used.

The whole sentence means: being able to write a request for technical assistance, a request for proposals and other documents for soliciting bids.
