This implementation plan is specially formulated based on the actual conditions of our state. 1. Disbursement objects: All senior citizens who have a household registration in Qiannan Prefecture and are over 80 years old will enjoy living allowances for senior citizens. 2. Implementation time: All elderly people over 80 years old will start to calculate and pay the living allowance from the month after they apply for the elderly living allowance, and adopt the "one person, one card" socialized payment method to pay it uniformly on a monthly basis. 3. Payment standards (1) For senior citizens aged 80-89 years old, the monthly subsidy for each person shall not be less than 50 yuan; (2) For senior citizens aged 90-99 years old, the monthly subsidy for each person shall be no less than 100 yuan; (3) For senior citizens over 100 years old (including 100 years old), the monthly subsidy per person shall not be less than 200 yuan. The specific payment methods are formulated by each county (city) based on actual conditions, adhering to the principle of "doing our best and within our capabilities". Some counties (cities) have previously issued senior-age subsidies, but if they are lower than the current standard, they must be paid according to this standard; if they are higher than this standard, they must be paid according to the original standards. When approving difficult targets such as subsistence allowances and low-income residents, the elderly subsidy is not included in the family income. 4. Funding sources: The funds required for living allowances for the elderly are raised by the county (city) finance in accordance with the principle of territorial management. The civil affairs bureaus of each county (city) propose a funding plan for the next year in October each year based on the number and amount of insured persons, which is reviewed by the financial department at the same level and submitted to the people's government at the same level for approval before being included in the budget. 5. Approval Procedure (1) Application. For senior citizens who have household registration in this administrative area and are over 80 years old, the applicant or the client should apply to the village (resident) committee in the place of household registration. #3p4#.Confirm the applicant. 3. Precautions. If the elderly’s place of residence and place of household registration are separated, the place of household registration shall prevail. If there is any objection to the age of an elderly person, the birth certificate shall prevail. If there is no birth certificate, the time recorded in the household registration or other valid identity registration shall prevail. If there is other evidence sufficient to overturn the above recorded time, the time proved by the evidence shall prevail. Retirement in accordance with regulations shall be based on the certificate issued by the personnel department of the unit where the employee is located; if the certification materials cannot be provided, the approval certificate from the police station where the household registration is located shall prevail. (2) Preliminary review. After accepting the application, the village (resident) committee will verify the application status by inspecting materials, conducting household surveys, etc. If it is verified that the conditions are met, the applicant shall fill in the "Qiannan Prefecture Living Subsidy Application and Approval Form for the Elderly Aged Over 80" in triplicate accordingly. The village (resident) committee shall publish the declaration list on the village (resident) affairs disclosure column, and the publicity period shall be 7 natural days.
If the certification materials are complete, the verification is true, and there is no objection to the publicity, the village (resident) committee shall issue a preliminary opinion with signature and seal after the expiration of the publicity period, and report the relevant materials to the local town (street); if there is any objection to the publicity, The village (resident) committee shall investigate and verify again, explain in person those who do not meet the conditions, and return the application materials. (3) Review. Within 7 working days, the township (subdistrict) will review the materials submitted by the village (neighborhood) committee through understanding the situation with the village (neighborhood) committee, door-to-door verification, and communicating with the household registration and health service center of the subdistrict (township) police station. The death population information will be reviewed through comparison and other methods. For those who meet the conditions for review, the township (subdistrict) will submit the review opinions and sign and seal them, and then report the relevant materials to the county (city) civil affairs bureau. If the conditions for review are not met, an explanation should be given to the applicant and the application materials should be returned. (4) Approval. After receiving the review opinions and relevant materials from the township (street), the county (city) civil affairs bureau will compare it with the cremation data of the civil affairs department, the population death data of the health department and the public security household registration population data, and then review and approve the application materials, and will meet the conditions. The list of senior citizens and the required funds are summarized and reported to the county (city) finance bureau. The county (city) finance bureau allocates the subsidy funds in a timely manner and distributes them through the unified financial supervision system for benefiting the people and farmers. If the application is not submitted within the time limit, it will not be reissued. If the application does not meet the conditions, a written reply will be given to the applicant and the application materials will be returned. The distribution status and distribution list of living allowances for the elderly shall be reported to the State Civil Affairs Bureau for record every month. 6. Fund management (1) Dynamic management. Living allowances for the elderly are subject to dynamic management. After the elderly reach the age of 80, 90 and 100, they will be paid according to the corresponding standards or adjusted standards starting from the next month. The payment will be stopped in the second month after the elderly move out of their household registration or pass away. Each village (resident) committee should keep abreast of the information and changes in the elderly population, and handle the approval, additional issuance, and suspension procedures in a timely manner in accordance with the procedures to ensure that the payment is on time and in full. If the household registration of a person who enjoys the elderly subsidy is transferred across counties (cities) within the state, he should go to the civil affairs bureau of the county (city) where the original household registration is located to go through the procedures for changing the elderly subsidy within 30 days. The senior-age allowance in the month when the household registration is moved out will be paid by the place of moving, and the month after the move will be paid by the place of moving in. Persons who enjoy the elderly subsidy and live out of town for a long period of time should go to the village (residential) where their household registration is located to register, and establish contact channels and contact methods. For elderly people who cannot be contacted for 6 months or more, the residents' committee of each village (resident) should After reporting, the living allowance for the elderly is temporarily suspended. (2) Verification and supervision. The distribution shall be based on the principle of territorial management and shall be open, fair and transparent. The distribution status shall be announced promptly in the village (resident) committee and shall be subject to supervision by the masses. The civil affairs bureaus of all counties (cities) should conduct regular and irregular spot checks on those who enjoy living allowances for the elderly. The payment of living allowances for the elderly is subject to the supervision of finance, auditing, supervision and other departments at the same level to ensure that the payment of subsidies is true and accurate. 7. Work Requirements (1) Strengthen organizational leadership. Each county (city) government must attach great importance to it and establish a work coordination and promotion leading group with the person in charge of the government as the team leader, and formulate and issue specific payment methods within one month to ensure that the elderly subsidy policy is implemented in place. Relevant departments must assume their respective responsibilities and cooperate with each other. The civil affairs department is the department in charge of the elderly subsidy work and is responsible for the verification of elderly people, budgeting, disbursement, fund supervision, etc. It must establish an information sharing channel with relevant functional departments on changes in the household registration of elderly people such as relocation and death. ; The financial department is responsible for the budget arrangement and fund allocation of senior citizen subsidy funds; the public security department is responsible for verifying household registration information and providing timely information changes; the supervision and audit departments are responsible for the supervision, inspection and audit of the use of senior citizen subsidy funds; towns (subdistricts) do a good job for senior citizens Conduct investigations on subsidy disbursement, accept applications, review and declarations for personnel increase or decrease, and collect data for entry. Other Matters (1) This implementation plan will be implemented from January 1, 2023 upon approval by the State People’s Government.
